The Committee
shall consider financial matters, including appropriations; budgets; budgetary
transfers; taxes; fees; franchises; bonds; fiscal and investment policies;
economic development investment incentives and related contracts, agreements
and appropriations; licensing; personnel; pensions; leases; Administration and
Finance Department; Procurement Department; Office of Economic Development; JEA
financial issues; auditing; performance measurement and benchmarking; audits of
the City and Independent Agencies; selection and retention of the auditor to
perform the annual independent audit required by Section 5.11, Jacksonville Charter; TRUE
Commission reports; international trade and all related subjects
If a person decides
to appeal any decision made by the Council with respect to any matter
considered at such meeting, such person will need a record of the proceedings,
and for such purpose, such person may need to ensure that a verbatim record of
the proceedings is made, which record includes the testimony and evidence upon
which the appeal is to be based.

NOTE:
The next regular meeting will be held Wednesday, September 21, 2016.
Chairwoman Brosche announced that
the committee would give tentative approval to 4 of the 7 budget-related
ordinances and would defer action on the other 3. 2016-504, the budget ordinance, will be moved as a substitute with all of the
changes adopted by the committee during the budget hearings, and an additional
amendment will be offered to make minor changes identified after the conclusion
of the hearings. The deadline for submitting proposed budget amendments is 12
noon on Monday, September 26th for the September 27th
Council meeting. The General Counsel’s Office is drafting proposed amendments
and listing them in the order received for action on the 27th. Since
the budget is balanced and there is no Special Council Contingency fund, all
amendments to funding amounts will require a funding source.
