Council Member Boyer explained that this bill was referred to the Finance Committee because the conversion of land from one mobility category to another has in impact on the mobility fee revenue the City collects. The fee goes down as land is converted from the rural to suburban to urban use category, so she urged the council members to be aware of this potential revenue impact as land use changes affecting mobility zones are made in the future.

Assistant Council Auditor Kyle Billy explained the Auditor’s amendment. Daryl Joseph, Director of the Parks, Recreation and Community Services Department, responded to questions from Council Member Bowman about the future of events at Metropolitan Park given the current condition of the stage and pavilion and the construction of the new amphitheater by the Jacksonville Jaguars. In response to a question from Council Member Crescimbeni, Dave Herrell, Sports and Entertainment Officer, said that a few noise complaints had been received about the Welcome to Rockville event held at Metro Park, but the sound levels were within regulated limits and no citations were issued. Council Member Boyer suggested that some complaints were received before the City’s Environmental Quality Division employees were on duty with their monitoring equipment, so it is possible that a violation may have occurred but not been recorded.

Chief Assistant General Counsel Stephen Durden explained the amendment proposed by the Joint Finance/Rules Committee meeting. General Counsel Jason Gabriel responded to a question by Council Member Boyer about his comfort with the proposed definition of “total slot revenue.” Council Member Gulliford questioned whether the bill should make any reference at all to a payment by the pari-mutuel license holder to the City of 1.5% of the slot machine revenue, which is not required by state law. Council Member Boyer proposed an amendment to strike the proposed new Section 7 (Separate Legislative Action) from the Joint Finance/Rules amendment.

BILL SUMMARY 

 

Council Member Crescimbeni outlined the history of the Special Committee on Economic Development Incentives and gave an overview of some of the new policies and some of the policies being repealed. He explained the committee’s proposal for incentives targeted specifically at economically distressed areas graded Level 1 and Level 2 based on household income and unemployment data and reminded the committee that the proposed incentive programs need to be funded in order to take effect. He also urged the council to stand firm and reject proposed exceptions to the targeting criteria for the economically distressed areas. Council Member Becton suggested the need for a commercial corridor revitalization program. Council Member Boyer requested additional information about the state’s intentions for the future of the Enterprise Zone program and said that the Ordinance Code needs a complete revision to remove old, outdated, inaccurate language and references that are found throughout the code.

 

In a Public Comment period, Stanley Scott said there has been little to no community engagement by the Office of Economic Development; what is needed is a bottom-up, not top-down plan, with OED employees knocking on doors and attending meetings, asking citizens what they want and teaching business readiness skills.

Heather Reber of the Council Auditor’s Office explained the differences between the existing stadium lease for the Florida/Georgia and TaxSlayer.com Bowl games and the Navy/Notre Dame game lease. Sports and Entertainment Officer Dave Herrell described the reduction in the number of club seats due to the Jaguars’ club area renovations and the plans to replace those seats to meet the City’s contractual obligations to the Universities of Georgia and Florida. The City plans to purchase portable seats approved by the two universities, the Jaguars and SMG and to split a portion of the seating installation and removal cost with the Jaguars. Council Member Crescimbeni posed questions about the seat purchase plan and was told that the Council will have the opportunity to weigh in on the proposal during the upcoming budget process. In response to a question from Council Member Bowman, Mr. Herrell stated that the Navy/Notre Dame game will be a net financial positive for the City, taking into account the value of national television coverage, hotel room stays, and overall economic activity produced by the game.

Council Member Crescimbeni suggested the need to somehow connect the code names of confidential projects (i.e. Project Grace) to the true name of the company in the City’s legislative tracking system once a bill gets final approval. The Office of Economic Development’s web site connects the actual company name to the number of the legislation that approved the project, but the Legislative Bill Search system does not, making it difficult for the general public to research the code named projects. Council Member Boyer suggested adding language in the incentive approval bill to either reference the availability of the information on the OED web site or authorizing a notation in the Bill Search system after the bill is approved connecting the name and bill numer.
