Summary In response to a request from Council
Member Bowman, Council Member Crescimbeni gave an overview of the history of
the Office of Inspector General and explained that this bill is intended to
codify the referendum approved by the voters last year to clearly extend the
jurisdiction of the Inspector General to include the independent authorities
and constitutional officers. The committee discussed how IG services to the
authorities and constitutional officers are to be funded and the need for
memoranda of understanding (MOUs) between the City and those entities to
clearly lay out funding, points of contact, ground rules for investigations,
etc. Finance Director Mike Weinstein reported that the City is already
tracking the cost of IG services related to the authorities and
constitutional officers and expects that some sort of funding mechanism will
need to be implemented for these services. AMEND/APPROVE

Summary
In
a public comment period allowed by the Chairman, Seber
Newsome III expressed disagreement with the way the $1 million allocation to
Hemming Park has been expended, feeling that too much
is being spent on employee salaries and not enough on capital improvements. He
believes the funding would be better spent on neighborhood park improvements.
