Meeting Convened:
9:00 a.m.
Chairman Gulliford called the meeting to order and asked the
attendees to introduce themselves. He reviewed the Auditor’s marked agenda
which included 12 items marked for deferral, 19 items ready for action (2 as substitutes,
1 for withdrawal, 1 as an emergency) and 14 items for second reading and
re-referral.
The Chairman announced that the discussion of the response
to the Police and Fire Pension Fund subpoenas by the subcommittee will be
deferred to the next meeting because interim PFPF Executive Director Beth
McCague is out of town today. Mr. Gulliford also announced that the Office of
General Counsel is investigating the possibility of enforcing a clawback to recoup retirement funds from former City
Finance Director Ronnie Belton who converted from the defined benefit to the
defined contribution retirement plan and took a cash distribution upon his
separation from the City. He hopes a report will be available at the next
committee meeting.
2015-519 (amending Public Property Code regarding procedures
for donation of surplus properties for affordable housing purposes): Council
Member Reggie Brown has asked for deferral but the Chairman is not inclined to
defer unless it is the will of the committee.
2016-130 (amending adult entertainment code to require
posting of human trafficking prevention signs): Council Member Becton will
offer a committee amendment and will have Undersheriff Pat Ivey present to
discuss the bill.
2016-203 (appropriation of funds to clean up budgetary
balances in the Jacksonville Human Rights Commission): the item will be moved
to third on the agenda to accommodate the schedule of a speaker on the bill.
2016-285 (economic development agreement for Project Rex):
Council Member Bowman requested that the bill be moved up to fourth on the
agenda.
Council Member Boyer requested that at the next Finance
meeting the committee hear a presentation from the Jacksonville Housing Finance
Authority staff about the potential impact of the default by borrowers on
repayment of housing assistance bonds on the JHFA’s bond rating.
Council Member Boyer requested a committee amendment to
2016-203 to add specificity on the purpose of the appropriation as required by
the Ordinance Code. Angela Moyer of the Budget Office explained the need for
the bill and her preference for categories of expenses to be funded rather than
a long list of absolutely specific appropriations.
