Council
Member Lopez Brosche gave a report on the work of the Subcommittee on Police
and Fire Pension Fund Subpoenas. The subcommittee narrowed somewhat the scope
of items requested by the subpoena and authorized the Council Auditor’s Office
to do sampling of the documents provided to verify their contents and their
responsiveness to the committee’s questions. The subcommittee was satisfied
with the Auditor’s findings and the responsiveness of the PFPF’s submission and
does not see the need for any further appearances or data from the PFPF staff,
which was very cooperative during the process. Council members were invited to
review the Subcommittee’s written report and ask any questions at the next
meeting.

Johnston provided an update on amendments to the conveyance agreement
approved by the St. Johns River Ferry Commission at its meeting last Friday.
Council Member Boyer posed questions about the liability and immunity
provisions and urged extreme care in making sure that these provisions
adequately protect the City to the fullest degree possible. Chairman
Gulliford discussed a letter received earlier in the day from the JTA
regarding use of a parcel of ferry property for recreational purposes and
asked Brad Thoburn representing the JTA if the authority might be willing to
contribute $15,000 over some period of time to match a City allocation for

and John Nooney suggested that the City invest in a van to travel the city
promoting clean-up activities, particularly waterways clean-ups. Sara Boren
of the Northeast Florida Chapter of the U.S. Green Building Council described
the LiveSMART trailer, its cost, and how it would be used. The USGBC has
invested $20-25,000 in purchasing and equipping the trailer to date. The City
funds will be used to reimburse some of those expenses, pay for additional
equipment, and support a part-time employee to take the trailer to public
events to give demonstrations and to promote sustainable building practices.
Committee members posed questions about the cost of the trailer, the
Council’s private fundraising efforts, and the use of the City’s funds.
Council Member Crescimbeni requested amendment of the MOU to add a
requirement that the LiveSMART trailer must attend a specified list of

Mousa told the committee that the reorganization is not intended to produce
great cost savings but will improve efficiency, coordination and focus and
will create a greater focus on neighborhoods and their needs. The bill

through the CAO’s office. The bill creates new positions of Data Management

by Arabesque Partners regarding investment management expenses of pension
funds, one for the Police and Fire Pension Fund and the other for the General
Employees Pension Fund. Mr. Gulliford asked the committee members to review the
reports for discussion at the next meeting.
Mr. Gulliford also
announced that he would be asking the General Counsel for a legal opinion about
whether the City has any legal grounds to attempt to recoup funds from former
CFO Ronnie Belton and other appointed employees of the previous administration who
converted from the defined benefit to the defined contribution just before they
left City employment and thereby took advantage of a provision in the Ordinance
Code that allowed them to take a cash payout from before becoming vested in the
defined benefit pension plan (5 year requirement).
