At the beginning of the meeting Dr. Kelli Wells, Director of the Duval County Health Department, and John Shellhorn, Chief of the Mosquito Control Division, made a presentation about mosquito control in relation to the Zika virus outbreak. Dr. Wells reported that there have been 21 cases identified in Florida, including 1 in St. Johns County, all resulting from persons traveling to foreign countries where the virus is more prevalent and bringing it back to the U.S. The Health Department advises persons who have been exposed to the Zika virus to remain indoors for 14 days after their return to the U.S. to prevent being bitten by a local mosquito and having the virus spread in the local population. Mr. Shellhorn explained that the particular mosquito identified as the vector for this virus is a “daylight biter” that is active from dawn through the day, unlike most mosquitos that emerge at dusk and into the nighttime. This particular mosquito also has a relatively small range of about 400 meters from the place where the larvae hatch. The most important message to convey to the general public is the need to remove all sources of small amounts of standing water, which is the preferred breeding ground for these mosquitos (flower pots, tires, toys, etc.).

In response to a question, Deputy General Counsel Peggy Sidman reported that several other City-created special purpose districts authorize those districts to borrow money to pursue their functions; this bill adds this borrowing authorization to the Isle of Palms district as well. Assistant Council Auditor indicated that he had no concerns about giving the district borrowing authority because that borrowing would be repaid by special assessments on the district’s property owners, not with City funds. Brad Radloff, a commissioner of the Isle of Palms Special District, answered questions about the district and its dredging needs. Council Member Boyer expressed uneasiness with allowing the district impose an assessment on a single property owner in order for the district to remove an obstruction in the water that the owner might not have any knowledge of or responsibility for.

The committee engaged in lengthy debate about the bill and posed questions to General Counsel Jason Gabriel and City Treasurer Joey Greive. The committee requested additional information from the administration comparing Mr. Keane’s pension benefit under several scenarios ranging from calculating his benefit based entirely upon membership in the General Employees Pension Plan for all years of PFPF service to calculating it based entirely on the Senior Staff Voluntary Retirement Plan. Several committee members expressed concern that the general public’s displeasure with this settlement could cause the public to vote against the extension of the Better Jacksonville Plan sales tax to pay down accrued pension liabilities should that option be approved by the Florida Legislature. They debated the relative merits of approving the settlement to put this matter to rest once and for all versus rejecting the settlement and continuing the fight against the PFPF board and Mr. Keane in court. Consideration was given to deferring the bill until after the Legislature takes whatever action it will take regarding the mayor’s pension funding proposal so that this settlement agreement would not affect the Legislature’s perception of the sales tax extension. Council Member Crescimbeni proposed a counter-offer to reduce Mr. Keane’s pension amount by half of the difference between what he would have accrued had his entire service with the PFPF been covered by the GEPP and the current settlement amount.

Kirk Wendland, Executive Director of the Office of Economic Development, briefly outlined the project and thanked the Council, administration and JAXUSA Partnership for their tenacity in dealing with this on-again-off-again project.

At the conclusion of the meeting Council Auditor Kirk Sherman made a presentation on the budget quarterly summary for the period ending December 31, 2015. He noted that the $5.6 million positive variance in Other Sources is attributable to borrowing authorized in FY15 that was not realized until FY16. Other Operating Expenses is projected for a $3.27 million positive variance, but it is early in the fiscal year and that figure could change substantially as the fiscal year progresses. Mr. Sherman will report to the committee in 2 weeks on the subject of negative cash balances in various accounts and on the shortfall in Fire and Rescue Department EMS billing collections. The JFRD is running a negative expense variance due to excessive overtime and to legal expenses. Chief Administrative Officer Sam Mousa explained that the JFRD overtime is due largely to numerous retirements which causes a need for firefighters to work overtime to fill those vacancies until a new class can be hired from the fire academy.
