At
the start of the meeting City Inspector General Tom Cline made a presentation
on the IG’s first annual report for FY2015. Mr. Cline explained that the
office’s risk assessment for planning and prioritizing work is based on both
quantitative and qualitative factors, past history of the entity under
consideration, the amount of money potentially involved, the complexity of
regulations applying to the entity, and other factors. The IG staff uses its
best judgement to determine where there is the most risk and potential savings
reward and therefore what issues to study first. Mr. Cline has hired 5 of the 7
staff positions his office is authorized, and searches are underway for the 2
additional positions. He intends to request several more staff for FY17 – 1
investigator, 2 auditors, 1 audit manager, 2 contract managers - and believes
that an administrative assistant is also warranted. In response to a question
from Council Member Boyer, Mr. Cline explained how issues referred to the IG
are evaluated and referred to other agencies for action, and what constitutes a
“closed” issue (which may mean closed for the IG’s purpose by referral). He
also explained the relationship among the responsibilities and jurisdictions of
the IG’s Office, Council Auditor’s Office, Ethics Office, Sheriff’s Office and
State Attorney’s Office.

Summary The bill will need to be amended, if
recommended for approval, because the deadline to place the matter on the
March 2016 Presidential preference primary ballot has passed. Council Member
Boyer explained that the proposal was generated by the work of the Task Force
on Consolidated Government and explained the Task Force’s rationale for
recommending the third term. She stated that she would offer an amendment
providing that currently-serving council members would not be eligible for
third terms, only members elected in 2019 and thereafter. Council Member
Schellenberg requested the Research Division to distribute to the committee
information previously provided to him on the historical tenures of council
members since consolidation. The committee debated the merits of applying the
three-term limit to Constitutional officers as well. Council Member
Crescimbeni prefers that the referendum be a straw ballot rather than
binding. The committee requested the Research Division to survey other
counties to see if their Constitutional officers are term limited. Council
Member Reggie Brown recommended the Presidential election ballot for the
referendum, as it will have the largest voter turnout of any election.
Council Member Schellenberg expressed opposition to any term limits, leaving
the voters free to extend or end any council member’s term at each election. DEFER

At the conclusion of the agenda Council
Member Schellenberg reported that he had consulted with the Florida League of
Cities and Florida Association of Counties and learned that jurisdictions
statewide all experience the same problems with collecting overdue parking
fines and that there are no easy solutions. Some jurisdictions sell their
uncollectible tickets to a collection agency at a deep discount in order to
recoup at least some revenue. The two state associations have attempted in the
past to get the state law changed to permit the Florida Department of Highway
Safety and Motor Vehicles to add overdue parking fines onto the cost of
renewing a vehicle’s annual registration, but the Legislature has not approved
such a bill.
