LUZ Special Committee Meeting

December 6, 2016

4:45 p.m.

 

Topic: Review of outline from workshop on 11/30/16

 

Location: City Council Chamber, 1st floor, City Hall – St. James Building, 117 West Duval Street

 

In attendance: Council Members Danny Becton (Chair), Jim Love, Al Ferraro, Reggie Gaffney, Joyce Morgan, Matt Schellenberg (arr. 4:58p).

Meeting Convened: 4:56 p.m.

 

Chairman Becton called the meeting to order.

 

Chairman Becton briefed the committee on the status of the workshop held on Wednesday, November 30, 2016. The various topics discussed at the workshop were added to the original draft by Ms. Susan Grandin. The current version has twelve large categories which are:

 

  1. Comprehensive Plan
  2. Conventional Zoning Districts
  3. PUD Districts
  4. PUD Modifications
  5. Traditional Neighborhood Development Districts (TND)
  6. Development Standards
  7. Overlays/Sanctuaries
  8. Definitions
  9. Process Improvement
  10. Process Transparency
  11. Enforcement of Zoning Code
  12. Miscellaneous

 

The categories are broad; however, the objective is to take a comprehensive approach in determining whether or not improvements and/or policy changes are appropriate. Ms. Grandin provided a brief overview of each category to ensure the committee understood the preliminary aspects of the standards and ideas associated with its content.

 

In regards to scheduling the topics, consideration has to be given to upcoming appeals and other legislative actions before the committee within the next six months. Therefore, the selection of topics may be limited to the top three or four. Chairman Becton requested each member to prioritize the list from highest to lowest and return to him within the next 48 hours. The PDD staff, OGC, and Chairman Becton will meet on Friday, December 9, 2016, to plan the topics for next year.

 

Chairman Becton encouraged members to notify the committee of workshops they may plan for their districts that may coincide with the Special Committee topics. This would be an opportunity address more topics within the timeframe allotted. CM Love commented that he is currently working on legislation regarding overlays (specific to District 14), and the definition of a bar, restaurant, and nightclub. He will keep the committee updated. Ultimately, the goal is to meet the committee’s charge to review the Zoning Code, and make recommendations and/or prepare legislation to improve the City’s overall efficiency and effectiveness of its systems.

 

There being no further business, the meeting was adjourned.
