Topic: Implementing Successful Single Family Residential: a Zoning
Code Strategy

Convened: 5:00 p.m.
Chairman Becton called the meeting
to order.
Mr. Brian Wheeler, Executive Vice President/ Jacksonville
Division Manager, Genesis Group, stated that building typology and site
planning conventions were important elements a Zoning Code and creating
successful neighborhoods and community value. The committee participated in a
visual assessment which depicted image comparisons of community developments. The
results showed that the majority of the committee selected the images of homes
with similar characteristics.
Mr.
Wheeler explained that building typology impacts the frontal façade area of the
residence, and public/private relationships. During the presentation, the
committee was shown examples of individual patterns that related elements
across physical scales (from small details to large systems). In addition, single-family
detached homes with similar setbacks, lot coverage and house sizes were
highlighted that were near streets on large lots, and others positioned
closer. The community value is increased and neighbor relations are improved
based on the atmosphere of the environment.
In regards
to utilizing building typology in development, it is important to conduct a
community audit. The preferences to consider in this process are: efficient
infrastructure; street & land function; SCALE-Lot/block/district;
preservation of improvement value; safety/crime (CPTED); neighborhood context
(rural-urban); and visual assessment.
In response to a question, Mr.
Wheeler agreed to forward a pdf version of the presentation to the committee
members. Additionally, he agreed to email Council President Boyer his comments
and suggestions on the City’s TND section of the Code.
There being no further business, the
meeting was adjourned.
