The Committee shall consider land use and zoning matters, including zoning; preservation; conservation; building codes; urban renewal; real estate; land use; land, water and wetlands preservation; water supply issues; comprehensive planning; strategic planning; current planning; growth management and implementation of state statutes regarding same; Planning and Development Department; appeals from Planning Commission decisions; growth management; transportation concurrency and mobility; school concurrency; monitoring and implementation of the new State growth management laws; actively participate in amending and updating Jacksonville's Comprehensive Plan, including reviewing all text amendments and Future Land Use Map Amendments to the comprehensive plan; and all related subjects.

 

If a person decides to appeal any decision made by the Council with respect to any matter considered at such meeting, such person will need a record of the proceedings, and for such purpose, such person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

Report: Reed (recommend approval); PC recommended approval and raised a question regarding how Duval County Schools develop plans to accommodate new students base on approved development.

 

PH opened. Speakers (support): Greg Matovina and David Shacter, developers; along with Teresa Moore and Jeffrey Day (residents). The developer and residents have been actively negotiating the PUD portion; and only have one unresolved issue, lot sizes. Moore and Day expressed their confidence in the owner and developer to accommodate the residents and produce a quality project.

 

CM Ferraro expressed his concerns that inaccurate information is being provided to developers regarding roads, drainage, infrastructure, and school capacity. He referenced a letter from Superintendent Vitti detailing that First Coast, New Berlin, and Oceanway schools were over capacity. The committee held extensive discussion regarding the necessity of the School Board, City Council, and Planning Department working together to effectively address overcrowding due to future development. Paula Wright, School Board member, encouraged further discussion of topic at the upcoming joint meeting. She confirmed that two of the schools mentioned were in her district and were over capacity.

 

Ms. Reed informed the committee that Council adopted Ordinance 2007-1183, an Interlocal Agreement (ILA) that sets out school concurrency and coordination procedures, ILA working group and joint planning committee. The legislation includes extensive policies on how to coordinate planning of the joint committee and ILA working group. The staff will begin to provide the concurrency service area and school capacity information in reports.
