LUZ COMMITTEE SPECIAL MEETING MINUTES

 

July 19, 2016

Attendance:  Council Members Danny Becton (Chair), Jim Love, Doyle Carter, Al Ferraro, Reggie Gaffney, Joyce Morgan, and Matt Schellenberg

Chairman Becton called the meeting to order at 4:45p.m. Council President Boyer welcomed members to their first LUZ meeting and shared her charge to the committee. She stated that special committee meetings were not workshops and would require a written excusal if member is unable to attend. Additionally, CP Boyer explained that due to start time mandate for LUZ meeting it was best to schedule special committee meetings prior to the regular meeting.

 

Ms. Grandin explained that committee members should be specific with ex parte disclosure to include when communication took place; who communication was with; and details of subject matter discussed. It should be noted that Council members should not meet with anyone that is being paid by applicant to represent them but is not registered with Legislative Services Division.  The special rules that apply to lobbyist can be found in Sec 602.801, Ordinance Code. In response to an inquiry, Ms. Grandin will verify and inform the committee whether a staff member of a non-profit is considered a lobbyist.

 

Sign waivers, appeals, and road frontage legislation are amended prior to a vote because of the bill being written in the neutral. Thus, a motion is moved to amend to approve or deny; followed by a motion to move as amended.

 

Due to time restraints, Chairman Becton stated remaining topics would be discussed in upcoming meetings.

 

There being no further business, agenda meeting was adjourned at 5:21 p.m.
