PH opened. Two speakers: Randy Ginzig (support) explained the wavier is strictly for internal lighting. Mr. Ginzig commented the sign meets all setback and height restrictions for CRO zoning. Alicia Grant (oppose) represented Women’s Center of Jacksonville and City Beautiful Jacksonville. Both organizations request denial of the wavier due to expected traffic and safety issues based on an anticipated glare exiting off of Arlington Expressway. PH closed.

Mr. Huxford clarified the application was for internal illumination only for the existing sign. The legislation does not permit a message changing device. In regards to CM Boyer’s inquiry about staff’s attention to the letters of opposition, Mr. Huxford stated staff considered the limited scale of the sign and frontage being on expressway side as factors in recommending approval.

CM Boyer informed the committee about a noticed meeting she had with CM Ferraro regarding challenging buffer requirements. She expects to have legislation introduced within a month that will address gradual transitions of buffers between certain zonings.
