MINUTES OF THE REGULAR MEETING of the Council of the City of Jacksonville, held in Council Chambers, City Hall, Jacksonville, Florida, November 9, 2016.  The meeting was called to order at 5:05 P.M. by President Boyer.  The meeting adjourned at 7:22 P.M.
