Assistant Council Auditor Kyle Billy explained the amendment.

 

Council Member Bill Gulliford raised concerns about the new ticket user fees and its impact on the Jacksonville Symphony Orchestra that the orchestra’s President $ CEO had expressed in a letter to him.  Mr. Gulliford was under the assumption that all of the Committee members had been in receipt of the correspondence. 

 

Robert Massey, President & CEO of the Jacksonville Symphony Orchestra explained that the new ticket user fees would have an adverse effect on the Symphony.  The Symphony had already begun and its schedule was not instinct with the City’s fiscal year schedule.  Moreover, explained that marketing research indicated that the increased ticket user fees would result in less sales of tickets to Symphony performances and/or fewer concerts.

 

Mike Finance, Director, Finance and Administration, indicated that the Administration would be favorably disposed to grandfathering the increased ticket user fees for tickets already sold by the orchestra.  He reiterated that the fees have not been adjusted in 20 years and that it was time to do so.  This would be the source of revenue to assist in capital improvements to City venues such as the Times-Union Center.

 

Dave Herrell, Sports & Entertainment, spoke on behalf of the increased user ticket fees, as well.

 

Council Member Gulliford requested a one-cycle deferral of the proposed ordinance to afford him an opportunity to meet with the Symphony’s Chief Financial Officer and Board Chair, Mr. Weinstein, and others to see if an accord could be reached that was satisfactory to all parties.

Jon Heymann, CEO, Jacksonville Children’s Commission, explained the nature of request for emergency action.  With the announcement that Community Connections would close all of its operations and programs, JCC felt that the children’s services that Community Connections had been providing children’s program should continue operating uninterrupted.

 

Council Member Bill Gulliford voiced concerns about the Jacksonville Children’s Commission coming to the Council with requests for emergency measures.  Mr. Heymann explained the timeline and developments from the day Community Connections made its announcement on closing operations.

 

Council Member Garrett Dennis wanted the record to know that he is a corporate board member of the Boys & Girls Club, one the agencies contracted to deliver children’s services.

 

Assistant General Counsel Julie Davis explained that an RFP was not issued in the procurement process as stipulated by Chapter 126 of the Municipal Code.  So as to allow a continuum to keep the children’s services ongoing, an exception to 126 was evoked.  Deputy General Counsel Peggy Sidman explained the exception.
