Council President Boyer reviewed the major features of the proposed substitute which establishes 7 categories of spending for tourist development funds. Council Member Dennis proposed an amendment to require that one of the three appointees required to be involved in the tourist industry shall have experience and background in the commercial airline industry. The amendment was additionally amended to provide that the Jacksonville Aviation Authority also qualifies as experience and background in the airline industry and approved as amended. Council Member Carter urged that the new rules on making TDC grants to events not be rewritten in such a way as to eliminate small grant awards to small, start-up events which he believes are equally worthy of support as larger events. Mr. Carter expressed disagreement with the proposal to restrict the Council Member appointments to the TDC just to the Vice President and Past President; he believes other council members may have relevant tourism-related experience as well. Council Member Gulliford suggested the benefit of requiring a Beaches city official as one of the three elected official members. President Boyer explained the funding allocation categories and the process for allocating unspent funds from one category to another at the end of a fiscal year.

Council Member Reggie Brown wanted to know where the funds in the appropriation were being allocated.  Assistant Council Auditor Kyle Billy explained that the funds were being allocated for personnel, travel, consultants and operating supplies.

 

Debbig Verges, Jacksonville Journey Program Director, explained what the 2-year grant entailed.  She explained that the funds were targeted for outreach into the community, planning and identifying gaps in the Juvenile Justice programming.

 

Council Member Brown remarked that the City had done enough studies.

Council Member Sam Newby, sponsor of the measure, explained that the appropriation funded the part-time employment of a data analyst administrator.

 

Assistant Council Auditor Kyle Billy explained where the funds in the appropriation were coming from.

 

Angie Nixon, a representative of the New Town Success Zone, explained what the part-time position entail, a portion of the time in identifying potential grants.

 

Mike Weinstein, Director, Finance & Administration, explained that the funds appropriated in this ordinance can no longer be considered Jacksonville Children’s Commission funds.  He explained that the funds were swept money in the General Fund.

 

Council Member Bill Gulliford explained that though supportive of the New Town program, he was concerned about the source of the funding for this appropriation.  He was concerned about the precedent that this particular appropriation was setting.

 

Bill Hodges, Director of Government Affairs and Strategic Initiatives, Jacksonville Children’s Commission,

Fielded questions regarding the source of funding for this appropriation.

 

Council Member Newby explained that he had looked for other sources to fund this part-time position and this is the only source that was identified.
