If a person decides to appeal any decision made by the Council with respect to any matter considered at such meeting, such person will need a record of the proceedings, and for such purpose, such person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

Council President Boyer explained her proposed substitute, noting that the Tourist Development Plan this bill replaces was adopted nearly 25 years ago and has been unchanged since. The current plan allocates 50% of TDC tax revenue to convention development, 25% to tourism marketing, and 25% to facilities development, but that is not how the money is actually being spent. Her substitute proposes 8 categories of expenditures with minimum expenditure levels (and one maximum level) attached to each. The new plan needs to be adopted before the City issues an RFP for tourism and convention marketing services next spring; the current Visit Jacksonville! contract expires next summer. Category 7 – acquisition of and improvements to public facilities – is the default location for any rollover funds unspent in other categories at the end of the year, and will be used to provide a funding source for a new or improved convention center or other tourism attractor (aquarium, museum, etc.). Ms. Boyer explained the various options for allocating TDC funds to special events, ranging from full delegation of the authority to the TDC to decide to full control by City Council; her proposed substitute charts a middle course. Council Member Gulliford felt that funding start-up events is important for developing future attractive events and urged that the Category 8 contingency fund not be allowed to grow too large; the funds should be put to use, not stockpiled.

Council Member Garrett Dennis said that he had been under the impression that a presentation on Brownfields had been scheduled.  Neither other Members nor staff could recall that such a presentation had been scheduled.

 

Maurice Postal, Brownfield Coordinator, Planning & Development Department, explained what the ordinance entailed and fielded questions.

 

Both Council Members Dennis and Reggie Brown requested that a presentation on Brownfields be arranged.  Council Member Brown feels that there are considerable federal funds available for Brownfields work that the City should be  pursuing.
