 Agenda Meeting Minutes

 October 3, 2016

Topic: NCIS Committee agenda meeting

 

Location: Lynwood Roberts Room, 1st floor, City Hall – St. James Building; 117 West Duval Street

 

In attendance: Council Member Scott Wilson (Chair), Bill Gulliford Joyce Morgan, Anna Lopez Brosche.

Meeting Convened: 8:31 a.m.

 

Chairman Wilson called the meeting to order and asked the attendees to introduce themselves. He reviewed the Auditor’s marked agenda.  There were four (4) items ready for action; four (4) items being deferred; four (4) items being seconded and re-referred and one (1) request for emergency action

 

On Item #4, ORD-MC 2016 Repealing Chapt 168 & Creating a New Chapt 168 (Burglary & Robbery Alarm Systems)., the Chair indicated that if the measure’s sponsor, Council Member Tommy Hazouri, were at the Committee meeting, the item would be taken up.

 

An issue was raised with Item #6, ORD 2016-595 Approp $10,575 from Tree Protection & Related Expenses to remove 25 Oak Trees & Plant 25 Pine Trees……. The Chair deferred the bil until the after the city-wide tree planting contact has been rebid.   There was a question about how the City decided on what particular trees to purchase and plant.  Another question concerned the difference between the two trust funds that funded tree service and the amount of money available in each trust fund and how and where that money should be spent.  Deputy General Counsel Peggy Sidman explained that Davey Tree Service had been contracted by the City for a number of years and that an RFP is currently going out for bid for tree service.  The City has a new arborist and the Committee might want to consider engaging him in a discussion on how the City arrived at decisions on the particular trees that it purchases and locations where they are planted. Council Member Bill Gulliford suggested that the Committee should consider designating a topic for a future Special Meeting that focused on the two separate trust funds for tree service.

 

There being no further business, the agenda meeting was adjourned at 8:36 a.m.
