Districts; the Neighborhoods Department; education and schools; Duval County
School Board; literacy issues; higher education institutions and issues;
veterans' issues; Jacksonville Children's Commission; child services;
service quality improvement and public satisfaction with government services

Council with respect to any matter considered at such meeting, such person will
need a record of the proceedings, and for such purpose, such person may need to
ensure that a verbatim record of the proceedings is made, which record includes
the testimony and evidence upon which the appeal is to be based.

Neighborhoods Department, explained the pilot program that her division has
for foreclosure intervention; it is a process to keep homeowners in their
homes. She further explained the

5- 0 See attachment on page 6 Assistant General Counsel Paige Johnston explained the
three amendments to the ordinance that had been offered. She explained that
the amendment adds language that modified the PHS amendment to make
it consistent with recently enacted Florida Statutues. The Hazouri amendment stipulates that the alarm service
provider attest that he had provided registration information to the
homeowner or business owner. JSO Chief Larry Schmitt introduced Glen Mowry, formerly
Deputy Chief, Charlotte, North Carolina Police Department, to remark on the
successful experience that Charlotte had with an alarm system that is similar
to the system
in the proposed legislation before the Committee. Mr. Mowry is currently
associated with Security Industry Alarm Coalition. He fielded a number of questions. Council Member Danny Becton expressed concerns that he had
with the proposed legislation. He felt
that business owners have little control over their alarm systems and that
the proposed fines are too punitive to small business owners. Mr. Becton had an amendment with a
different fine schedule
that he hoped a Committee Member would offer. His amended fine schedule would reduce the
fine for seven (7) or more false alarms from $500.00 to $250.00. The amendment was subsequently introduced. Council Member John Crescimbeni offered a friendly
amendment to the Becton amendment that would clarify language in the fine
chart. There was a lengthy discussion on the Becton amendment. At
its conclusion, the Committee voted to approve the Becton amendment. In an exchange with Chief Schmitt, Council Member
Crescimbeni was troubled with the revelation that JSO has not been enforcing
current fines for false alarms. Mr. Mowrey explained that in his experience with the
Charlotte-Mecklenburg Police Department, human error was a major factor for
false alarms. Council Member Reggie Brown expressed concern with his
understanding that after a certain number of times that false alarm fines are
not paid, a
homeowner or business owner could no longer expect police response to any
further alarms. Mr. Crescimbeni inquired as to whether or not Mr. Mowrey
was being compensated by his association to come before the Committee with
his views. In answering that he was
compensated, Mr. Crescimbeni said that Mr. Mowrey should register as a
lobbyist. Council Member Crescimbeni felt that there needed to be
some clarification for some of the language in the bill. He wanted the term
“contractor” to read “alarm contractor.”
Paige Johnston will clarify this and other suggested language
changes. Mr. Crescimbeni is concerned that where the alarm provider
is the cause of a false alarm, Florida Statutes does not allow JSO to fine
the provider. Council Member Greg Anderson offered an amendment. He felt that one of the issues that needed
to be addressed in the bill is an education and training component
that should be included. Chief Schmitt
indicated that he is supportive of including an education component. The Crescimbeni suggestions on language
clarifications would be included in the amendment. The Committee voted to approve the Anderson
amendment. |
