Both Diana Seydorsky, Housing and Community Development Division Chief and Caleena Shirley, Housing Property Administrator, explained the proposed legislation and fielded questions.  Council Member Garrett Dennis said that he had received numerous telephone calls from constituents who were under the impression that there were demolitions planned for the neighborhoods.  He asked for a definition of “batch foreclosures.”

 

Council President Lori Boyer commented on identifying targeted areas when code compliance dollars were targeted and the concerns that she had.

 

Kim Scott, Acting Director, Neighborhoods Department, explained demolition costs.

 

Council Member Brown wanted to know if this bill was time-sensitive to get it out of Committee.

 

The Chair deferred the bill.  Housing Department staff will schedule meetings with Committee members.

Council Member Reggie Brown explained the amendments, noting that a noticed meeting had been held last week to air and resolve issues with the proposed ordinance. 

 

Assistant Auditor Kyle Billy explained  funding in the ordinance and the need for the Committee and Council to act.

 

Assistant General Counsel Lawsikia Hodges explained two additional amendments.  Council President Lori Boyer remarked on the additional amendments, one concerning town hall meetings and the other stipulating that donated funds would have to be donated the City and not to any particular department.

The two additional amendments were approved.

Council Member Tommy Hazouri, sponsor of the measure, explained what it entailed, summarizing by saying that far too many police officers are spending far too much time responding to false alarms.

 

JSO Chief Larry Schmitt explained the various components of the bill and why the legislation helps JSO.  He explained a new method  that registers alarm systems and the fines that a resident or business might incur for failure to register and keep information updated.  Chief Schmitt explained that 98% of burglary alarms are false alarms.  JSO resources are squandered by having to respond to so many false alarms.

 

After discussing the false alarm problem and measures in the proposed legislation crafted to address the problems, Council Member Bill Gulliford offered an amendment that requires alarm providers to make certain that the customer (homeowner or business) has proper registration forms; the amendment would also reduce the number of false alarms that trigger fines from two to one.

 

Council Member Hazouri explained that the alarm system registration will be done online.

 

Council Member Danny Becton felt that the proposed fines in the Gulliford amendment were too punitive to small business owners.

 

Council Member Gulliford requested Deputy General Counsel Peggy Sidman to research the relationship between an alarm company and homeowners and businesses; is the proposed legislation putting the onus on the alarm provider by requiring the provider to make certain that the customer fully understands and completes the alarm system registration.

 

In the course of the discussion, Assistant General Counsel Paige Johnston clarified that the provisions in this ordinance applies to JSO only, though Jacksonville Fire & Rescue has expressed the desire to sign on to the proposed new system.

 

Council Member Garrett Dennis felt that the onus should be on the alarm system provider for the customers’ renewal of an alarm system contract.  The onus should be on the provider for proper registration and not the homeowner or business.  The provider should renew the alarm system contract.  That would be the essence of an amendment that he was offering.  Council Member Morgan wanted to offer a friendly amendment that would have an alarm system customer’s contract automatically renewed unless the customer moved or ended the contract.  Council Member Dennis’s amendment passed 3-2.

 

Council Member Gulliford offered an amendment that would require an alarm system provider to provide registration forms for new customers and requires the providers to notify customers that they must register online or by form.  The amendment passes.

 

Council Member Reggie Brown felt that the vagueness in  language in the proposed ordinance suggests that the proposed ordinance needs more work; there needs to be more clarity in the language.  Mr. Brown would like to see language putting the onus squarely on the alarm system providers for the responsibility of customers’ proper registration.

 

A motion to defer the measure passed.  Council  Member Hazouri announced that he would schedule a noticed meeting to address and resolve some of the concerns raised in the course of the discussion.
