If a person decides to appeal any decision made by the Council with respect to any matter considered at such meeting, such person will need a record of the proceedings, and for such purpose, such person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

Council Member Reggie Brown reported on a recently held meeting that addressed concerns that he had raised about the Administration’s policy on special events in respective Council Districts.  He had problems with the policy.  He hopes that the issues are resolved in a couple of weeks.  He is particularly concerned about the budgets for special events in Council Districts.

There was a fairly lengthy discussion on this item.

 

Council Member Joyce Morgan wanted to know if all neighborhoods in the City would have access to the funding in this legislation.

 

Kirk Wendland, Director, Office of Economic Development, explained that there were two new programs for economically distressed areas in the City.  He explained that economically distressed areas  of the County, were determined by income and unemployment data by census tracts.  Mr. Wendland said that he would provide Council Member Morgan with a map that illustrates where the  distressed areas eligible for the funding are located.

The Chair announced that there would be no specific topic for the Special  Committee meeting.  Rather,  he would like the Committee to discuss proposed topics for future Special Committee meetings, guided  by the list of topics suggested by the Council President and  offered by Council  Member Bill Gulliford.  The  list would be available at the outset of the Special Committee meeting.
