Daryl Joseph, Director, Parks, Recreation & Community Services Department, explained that 125 acres were being developed at the park for numerous recreational activities.  There will be more amenities for recreational programs.

Dayatra Coles, Affordable Housing Coordinator, Housing and Community Development Division, Neighborhoods Department, explained what the legislation entails.  She explained that non-profit agencies applied for these particular funds. 

 

In explaining the SHIP  (State Housing Initiative Partnership) program, she noted that Jacksonville is entitled to a $10 million dollar allotment but was happy to get what the department ultimately received.  Council Member Bill Gulliford asked why we did not press for the $10 million.  Ms. Coles explained that the ultimate allotment was what the Legislation appropriated.

 

Council Member Reggie Brown wants the Housing Division to establish data on the number of renters there are in throughout the City as opposed to homeowners.  He contended that neighborhoods would be safer and more stable if there were more homeowners.  He feels that the City should have as a goal the transitioning of renters into homeowners.  He explained that homeowners paid a fixed mortgage; renters were paying rents that were regularly increased.  Homeownership enhanced neighborhood pride.

This item evoked a lengthy discussion.

 

At the outset, Council Member Reggie Brown announced that he could not support this ordinance.  He had been advised that Wealth Watchers had been suspended from housing funding programs by the state and federal governments.  He explained that persistent efforts to obtain a copy of the letter from the State of Florida relative to Wealth Watchers had been to no avail. 

 

Ali  Korman Shelton read the e-mail that CAO Sam Mousa had received form the State explaining Wealth Watchers’ suspension from housing funding programs owing to non-compliance to regulations. 

 

Council Member Brown contended that Wealth Watchers was being treated unfairly and that an investigation of an agency did not infer that the agency had violated regulations.

 

Council Member Bill Gulliford suggested that what is key in situations like this is standards.  He explained that some of the ChDos that had applied for funding had outstanding liens against them.

 

Stephanie Burch, Chief, Real Estate Division, Public Works Department, explained that this ordinance had nothing to do with Wealth Watchers.  This legislation merely authorizes donating properties by RDPs; the legislation is following the process established by Ordinance 2015-519-E.

 

When Council Member Brown said that as the District Council Member where Wealth Watchers is located, he felt disrespected in not having been kept abreast of developments, Council Member Gulliford explained that in the past, it had been the practice of District Council Members having some input, but those practices were never codified.  Mr. Gulliford said that the Administration’s concerns were legitimate.

 

Council Member Joyce Morgan asked both Ms. Coles and Ms. Burch if either had seen any red flags in reviewing Wealth Watchers’ documentation.

 

Council Member Reggie Brown alleged that there had been an “undercurrent,” a conspiracy in denying Wealth Watchers a contract for funding.

 

Council President Lori Boyer said that there was the need to raise the issues surrounding the investigation with the Inspector General’s Office.
