Summary Council President Anderson gave a
brief historical overview of Friends of Hemming Park’s operation of the park,
noting that it was the only respondent to the City’s RFP for a park operator.
He believes that the aspirational goals in the contract don’t match up with
the performance measures, making evaluation difficult. The Council Auditor’s
Office recent review of FOHP’s finances found that they were in compliance
with the contract, but did make 4 recommendations for improvements. The
Special Committee on Hemming Park met last week, heard extensive testimony
from a variety of parties, and will meet again next week. Bill Prescott of
the FOHP board of directors reported that Executive Director Vince Cavin had
resigned over the weekend and said that he would be acting as the interim
executive director for the time being. Several new members were also added to
the FOHP board to expand its oversight and fundraising abilities. He said
that the organization’s top priorities over the next couple of months will be
the continuation of “clean and safe” efforts, enforcement of park rules,
better fiscal control, and better staff/board relations. Additional
fundraising is a constant need. Council Member Gulliford said that he would
be meeting with the Council Auditor to craft several amendments to this bill
for consideration in the Finance Committee later in the week. APPROVE

Summary Fact Sheet Sheriff Mike Williams reported that
the three foundations of law enforcement are prevention, intervention and
enforcement. This bill supports the prevention aspect by allocating funds to a
variety of crime prevention purposes. In response to a question, the Sheriff
described the process by which the JSO takes applications from not-for-profit
organizations, evaluates those applications and determines which to fund.
Sheriff Williams has talked to Mayor Curry about allocating 20% of this Trust
Fund revenue to the Jacksonville Journey for the next fiscal year for the
Journey governing board to spend. The trust funds can be used for one-time
capital purchases (i.e. new police equipment) but cannot be used to reduce or
supplant existing funding. In response to a question from Council Member
Brown, the Sheriff said that the Trust Fund could be used to help establish a
new PAL center on 103rd Street, but it would have to be done in
conjunction with a substantial private fundraising effort. Council Member
Morgan advocated for funding programs targeted at reaching young
African-American males who are disproportionately involved in crime. In
response to a question from Council Member Hazouri about accountability
measures for the use of these funds, the Sheriff said that JSO gets quarterly
reports tracking the use of the funds and any funds unspent at the end of the
fiscal year must be returned to the JSO. AMEND/APPROVE

Mousa explained the long-standing dispute between Jacksonville and the
Beaches cities over tipping fees at Jacksonville’s landfill based on
disagreements over interpretations of the Interlocal Agreements between
Jacksonville and those cities. He stated that this is not a legal settlement
(there is no lawsuit pending) but is a result of a desire by the parties to
reach a mutually agreeable solution and put the issue to rest. The settlement
amount was reached by negotiation, not as a result of a specific calculation
of fees alleged to be owed. The lump sum payment by Atlantic Beach will
satisfy its obligations to Jacksonville through December 31, 2015 and the
city will pay all tipping fees due from January 1, 2016. Council Member

history of the fort. Council Members Carter, Gulliford and Wilson asked to be
added as co-sponsors. Jim McCarthy of the Northeast Florida Land Trust said
that this is a very important historical site. Built in 1989 it may be the
only military facility in the United States built specifically for
Spanish-American War defense purposes. The property will be acquired by the
Land Trust with a combination of City and privately donated funds and then
turned over to the National Parks Service for management. In public comment,
John Nooney expressed concern over how the National Parks Service will
operate the site once it leaves county control. He recommended that this bill

Summary Fact Sheet Diana Seydlorsky, Chief of the
Housing and Community Development Division, responded to numerous questions
about the City’s relationship with Habitat for Humanity of Jacksonville
(Habijax), regarding construction of affordable housing, particularly
problems that arose with houses constructed in a housing “blitz” some years
ago. Ms. Seydlorsky said that the City’s latest affordable housing plan is
due to the federal government by August 15th this year, so if the
Council wants to change the funding allocation to eliminate the Habijax
grant, she would recommend using the funds to increase the housing rehab
program. Council Member Dennis urged passage of the bill with the Habijax
allocation intact because of the families waiting for those houses to be
completed. Mary O’Rourke of Habijax said that all houses it constructs are
fully inspected by the City and any identified problems are resolved.
Jacksonville Area Legal Aid has sued Habijax on behalf of 50 homeowners
alleging faulty construction of their homes. AMEND/APPROVE

Bill Summary
In a public comment
period, Niki Brunson questioned the intent of this bill. Council Member Brown
explained that he filed the bill in order to provide a mechanism for waiving
certain fees for special events sponsored by City Council members. He wants the
waivers to be codified rather than at the discretion of the mayor. Council
Member Dennis questioned how the expenses of such events (bleacher and stage
delivery and set-up, police and EMS services, etc.) will be funded.

Council Member Carter expressed
displeasure with the new Council policy regarding hard stop times for regular
committee meetings so that the special committee meetings can start at the
advertised time and enforcing strict limits on council member speaking times on
each bill in committee. He intends to meet with the Council President and
advocate for greater freedom for the committee to do its legislative work first
and tackle special committee topics thereafter as time permits. Council Member
Brown added his opposition to the limit on committee members’ speaking time.
Council Member Gulliford noted that council committees have the power to
override a Council President’s administrative policy by challenging a ruling of
the committee chair to enforce such policy; a majority vote of the committee
will prevail in that meeting, regardless of the policy. He recommended letting
the regular committee meeting run as long as necessary to conduct all the
necessary business and then extending the special meeting longer if necessary.
Chairman Wilson said that he did not intend to enforce time limits on debate
unless necessary to move the agenda to completion in the allotted time. He will
schedule a noticed meeting with President Boyer to discuss the committee’s
sentiments.
Councilman Gulliford suggested that, in
light of the Council President’s desire that the committees use their special
meetings to be proactive rather than reactive and to get ahead of issues, each
committee member select 3 priority items for special committee consideration
and that the group prioritize and start scheduling topics. He recommended the
Foreclosed Property Registry as a topic, including whether it its being used as
originally envisioned. Council Member Brown suggested as a topic the City’s
maintenance policies regarding alleys and retention ponds. The Public Works and
Neighborhoods Departments should be involved. He requested that other cities’
policies on alley and retention pond maintenance be researched.
