amount of the foregone rent is $3,500 based on length of event Captain Jim Suber, Waterways
Coordinator/Harbor Master, explained what the ordinance entailed. It pertains to the annual Kingfish
Tournament that is currently underway.
Captain Suber explained that there has been a considerable reduction
in the number of boats and contestants in the tournament. One of the factors for this reduction has
been the rising costs of fuel that has resulted in many of the participants
doubling up in each others’ boats.
This reduces the Parks & Recreation Department’s rental fee to the
tournament for use of the marina.
Daryl Joseph, Director, Parks, Recreation & Community Services
feels that reducing the fee could increase the number of visitors to the
Sister’s Creek park and facility. Council Member Garrett Dennis suggested that
the Jacksonville Marine Charities Inc., sponsor of the tournament, and whose Chair is Captain Suber, consider applying to the
Tourist Development Council in the future for funding assistance. He feels that the Kingfish Tournament is a
signature event for Jacksonville and should be eligible for TDC consideration
for funding assistance. |

At
the end of the agenda items. Council Auditor Kirk Sherman reviewed a memorandum on the Friends
of Hemming Park’s finances. The report
references Ordinance 2014-434-E that appropriated $1,000,000. The ordinance authorized the City entering
into an agreement for the operation and management of Hemming Plaza. Mr. Sherman’s review included FOHP’s cash
balance, FOHP’s
accounts payable balance, FOHP employees’ salary increases and
FOHP’s expenditures. There was a lengthy
discussion of the latter review area.
Council Member Garett Dennis felt that after a cursory review of many of
the expenditures in Exhibit 1, he was inclined to view some of the expenses
incurred as “frivolous.” Council Member
Joyce Morgan raised similar concerns and felt that there was a need for
restraints in expenditures.

Jacksonville
Fire & Rescue Department Director Kurt Wilson explained what the proposed
ordinance entailed and why emergency passage was requested. He explained that Fire Station #4 had
incurred considerable damage that resulted in water damage and unhealthy air
quality. There was considerable sheet
rock and ceiling damage, as well. The firemen had to be temporarily transferred
to another fire station which means that there is only one fire station that Is operational in downtown Jacksonville.
There
being no further business for the regular Committee meeting, the meeting was
adjourned at 10:31 a.m.
