The Committee shall consider matters relating to the Department of Health; public health, international travel, wellness; mental health; addiction; human services; homelessness; public assistance; Public Service Grants, public safety; safety hazards and dangerous infrastructure; motor vehicle inspections; collections; crime  and crime prevention; victim services;  Jacksonville Journey; Sheriff's Office; police-community relations; Fire and Rescue Department; emergency preparedness and civil defenses; military bases; personnel and affairs; base realignment and closure (BRAC) issues; and all related subjects.

 

If a person decides to appeal any decision made by the Council with respect to any matter considered at such meeting, such person will need a record of the proceedings, and for such purpose, such person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

There was a lengthy discussion of this item.

 

Council Member Jim Love, sponsor of the resolution, explained the purpose of the resolution.

He felt it imperative that the Jacksonville area be given an opportunity for its input into the changes in our surface water standards.  He felt it particularly important to take a second look at the methodology  in increasing the levels of carcinogens that would be going into our waterways.  He explained that concerns and comments made in the TEU Committee meeting discourse were incorporated into the resolution.

 

Council Member Anna Lopez Brosche thanked Council Member Love for making changes in the resolution’s language, changes recommended in the course of the TEU discussion.

 

Tom Frick, Director, Environmental Assessment and Restoration, Florida Department of Environmental Protection, indicated that the agency was concerned about the “whereas” clause that referenced 67 chemicals having higher limits. DEP took exception to that number.

 

Mr. Frick made a PowerPoint presentation on the rule making history that the DEP employs for its human health criteria.  The Clean Water Act mandates that the rules be updated from time to time.  He said that DEP anticipated controversy when the latest changes in the surface water quality standards were announced.  DEP worked with the Environmental Protection Agency’s district staff in Atlanta and with scientists across the country to make sure that the criteria and standards were legal and scientifically sound.

 

In response, Lisa Rinaman, St. Johns Riverkeeper, took issue with the rule that permitted the increase in toxins and carcinogens.  She reiterated her concerns about the Environmental Regulatory Commission making recommendations with two vacant seats.  She noted that Mr. Frick had referenced workshops  that had been held for public input on the changes in the surface water standards.  Ms. Rinaman indicated that there were only three workshops and they were held in Stuart, Orlando and Tallahassee – none near Jacksonville.
