The Committee shall consider matters relating to the Department of Health; public health, international travel, wellness; mental health; addiction; human services; homelessness; public assistance; Public Service Grants, public safety; safety hazards and dangerous infrastructure; motor vehicle inspections; collections; crime  and crime prevention; victim services;  Jacksonville Journey; Sheriff's Office; police-community relations; Fire and Rescue Department; emergency preparedness and civil defenses; military bases; personnel and affairs; base realignment and closure (BRAC) issues; and all related subjects.

 

If a person decides to appeal any decision made by the Council with respect to any matter considered at such meeting, such person will need a record of the proceedings, and for such purpose, such person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

She explained how changes made by the Legislature affected the distribution of health care funding.

AMEND/APPROVE 6-0 (Revised Agreemt )

Bill Clement, JSO  Budget Office, explained the amendment. He explained that the Risk Management component of the Lease Agreement had language in it that was old and inadvertently left intact when the Lease Agreement was sent to Crocker Partners V Freedom LLC.  The amendment replaces the old language of the Risk Management component with the new language.

AMEND/APPROVE 6-0 (Designate party responsible for initial registration)

 

JSO Chief Larry Schmitt explained how the current system has JSO responding to alarms that in 98% of the time, are false.  This is a waste of JSO resources..    The provisions in the proposed alarm system would lessen false alarms.

 

Council Member Bill Gulliford offered two amendments.  The first amendment would have the alarm system provider required to notify their customers  of the requirement  to file the initial registration for their alarm system either by providing a written form or online registration form, and to provide satisfactory evidence to Sheriff’s Office that they are meeting the notification requirement.  Council Member Anna Lopez Brosche offered a friendly amendment that included the alarm system monitoring service in the notification process.  The Gulliford amendment was approved.

 

Mr. Gulliford also offered an amendment that Council Member Garrett Dennis had offered in NCIS the previous day.  The Garrett amendment required the alarm system provider to be responsible for annual renewal forms being filled out and forwarded to the Sheriff’s Office for each of their customers.  The Committee did not approve this amendment.

 

Council Member Tommy Hazouri announced that he would he having a noticed meeting to air and resolve concerns that some Council Members have with the proposed legislation.
