The Committee shall consider matters relating to the Department of Health; public health, international travel, wellness; mental health; addiction; human services; homelessness; public assistance; Public Service Grants, public safety; safety hazards and dangerous infrastructure; motor vehicle inspections; collections; crime  and crime prevention; victim services;  Jacksonville Journey; Sheriff's Office; police-community relations; Fire and Rescue Department; emergency preparedness and civil defenses; military bases; personnel and affairs; base realignment and closure (BRAC) issues; and all related subjects.

 

If a person decides to appeal any decision made by the Council with respect to any matter considered at such meeting, such person will need a record of the proceedings, and for such purpose, such person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

Sheriff Mike Williams explained the process that JSO uses in identifying and allocating funds to non-profits. High on JSO’s list of considerations that are weighed is whether or not the work of the non-profit is effective in crime prevention, intervention and enforcement.  Funds are allocated to the Justice Coalition, the Jacksonville Journey and others for that reason.  The Sheriff explained that some of the non-profits are funded from year to year, others depend on JSO’s priorities.  The Sheriff spoke at length on JSO’s partnership with the Jacksonville Journey.

 

Council Member Joyce Morgan had questions and concerns about the criteria that JSO uses in its process in awarding funds.  She would like to see the application that non-profits are expected to complete and submit.  The Sheriff explained that JSO does not advertise funding opportunities but relies on non-profits being recommended for funding. 

 

The Sheriff explained that JSO is governed by state statutes in allocating funds from the trust fund.  It is required to  allocate  25% of the trust fund to non-profits annually.

 

Council Member Bill Gulliford said that he is cautious about getting the City Council involved in the funding process (JSO’s) in any way; he worries about political impact. 

 

Council Member Gulliford suggested that PHS should solicit ideas and the recommendations of the Sheriff and the Fire Director for potential legislation that could be considered.

Diana Seydlorsky and Dayatra Coles of the Housing & Community Development Division of the Neighborhoods Department explained what the legislation entailed and fielded numerous questions.

 

Council Member Aaron Bowman was particularly interested in specific number of cases of AIDs and HIV people in Jacksonville.  Ms. Coles explained the department’s AIDS surveillance process in estimating  the number of cases.

 

Mr. Bowman wanted to know how the division chooses what groups are awarded funds.

Ms. Coles explained that the City advertises.  The division attempts to determine a community’s needs for funds after the applications are reviewed and ranked.  She referred to memoranda that are often sent to Council Members to keep them abreast of the process.

 

There was a lengthy discussion on the number of AIDS/HIV cases.

Ms. Coles reported that the number of HIV positive cases in Jacksonville is 2,992.

She explained that grant money is used for outreach in the streets and communities.

If an individual in the streets made absolutely no contact with any of the agencies, it is unlikely that these individuals can be tracked or monitored.

 

Council Member Anna Lopez Brosche wanted to know whether or not those in receipt of HOPWA grants are monitored.  Ms. Coles explained that agencies with HOPWA funding are monitored and visited on a regular basis.

Council Member Aaron Bowman had questions concerning the selection process for applicants.

Diana Seydlorsky explained that applications are reviewed and ranked by an 8-person review committee.

 

Council Member Tommy Hazouri opened a discussion on the number of homeless children in Jacksonville.  He inquired as to whether or not the City worked with the School Board in efforts to identify homeless children that needed to be enrolled in school.

 

Ms. Seydlorsky provided some figures on the homeless in Jacksonville.  She cited the total figure at 1,784.  320 were children; 125 were veterans; 105 were youth; and 431 were families with children.
