A  Lengthy exchange ensued on this item after Assistant Council Auditor Kyle Billy explained what the ordinance entailed. Council President Greg Anderson implored the panel to support the ordinance, explaining that Jacksonville has increasingly become a tourist destination and that Hemming Park will have a number of events coming.  Paul Astleford, Executive Director, Visit Jacksonville, also cited the tourist factor in supporting the appropriation.  There were numerous questions fielded on the Finance Amendment.

 

Vince Cavin, Executive Director, Friends of Hemming Park, explained that there were a number of potential donors to FOHP who were reluctant to provide funding until it was clearly evident that  the City of Jacksonville was willing to financially support some of FOHP programming.  A fundraiser had to be postponed because this legislation had not cleared the Council.

Barry Sing, Sr., Abate of Florida, Inc., spoke in opposition of the ordinance,  He felt that the Jacksonville Sheriff’s Office would be targeting motorcycle operators and that doing so was unconstitutional.

 

Director Ray Walton, JSO, explained that a component of the operation was educating the public on the dangers in driving impaired and that in this respect, the motorcycle community would be targeted.

 

Stephen Durden, Office of General  Counsel, explained that the program would entail the stopping of all kinds of vehicles, cars, trucks, and motorcycles.

 

Melissa Conger, JSO, explained that Pacific Institute is providing the marketing for the project and that she was therefore unable to answer questions regarding the amount of funding allocated for marketing.

 

Council Member Katrina Brown reported that she had received calls from constituents who felt that the program targeted motorcycles because the word “motorcycle” is actually in the title of the ordinance.

At the previous Committee meeting, the panel requested that Laura Stagner have Jacksonville Housing Finance Authority’s consultant, Mark Hendrickson, come before the Committee to address issues related to this and the following items.

 

Mr. Hendrickson provided the panel with an overview of the process that JHFA applies to applicants.

He explained that developers who sought the City’s assistance with housing revenue bonds had to have their projects vetted by either the City Council or the Administration.  He explained that the Eureka Gardens developer had sought authorization for revenue  bonds from Santa Rosa County, a jurisdiction that did not require the Jacksonville City Council’s capacity to vet the developer’s project.

 

Mr. Hendrickson fielded numerous questions.  He was very supportive of the developers of the multifamily housing projects in the legislation for authorization before the Council.

Dr. Kelli Wells gave the Committee a brief update on the opiate addiction issue.

 

John Shellhorn, Mosquito Control Division, Neighborhoods Department, briefed the Committee on potential funding for combatting the Zika virus spread currently being weighed in the Congress.  He could not provide specifics on how potential funding would be allocated.
