Assistant General Counsel Jason Teal explained what the legislation entailed and fielded questions.  He specifically explained how JSO had a data base that tracked the whereabouts of registered sexual predators.  He also explained how this legislation was a result of a suit that a registered sex offender brought against the City that required the City to  clarify provisions of the legislation.

This and the following item were ready for action but after a lengthy discussion and exchange, the Chair deferred the two bills for one cycle, citing the need to have numerous issues raised by the panel addressed and resolved.

 

Laura Stagner explained what the proposed legislation entailed.  She explained that before revenue bonds were authorized, either the Executive or Legislative body of a County or City had to sign-off on the authorization.  When references were made to the Eureka Gardens situation, Ms. Stangner reiterated that it was the Executive and not the City Council that had signed off on that bond issuance’s authorization.

 

When Council Member Matt Schellenberg referenced the presentation that had been provided to the Finance Committee the previous day, several Council Members questioned why Mr. Mark Hendrickson had not been invited to provide a presentation on the revenue bond issuance process and these two projects, in particular,  to RCDPHS, as well.  Ms. Stagner explained that the Chair of the Finance Committee had asked her to have the Chair of the Jacksonville Housing Finance Authority  Authority come before the Finance Committee.  Since the Chair was unavailable, Mr. Mark Hendrickson, a consultant to the Housing & Finance Authority, made the presentation.  At the request of the RCDPHS  Chair and Members, Ms. Stagner will have Mr. Hendrickson in attendance at the next Committee meeting to explain the revenue bond issuance process and answer questions about the Cathedral Towers and Mount Carmel Gardens housing revenue bond bills.
