                               Bill Summary   

 

The joint committees engaged in extensive discussion about potential amendments to the bill regarding procedures for, timing of, and conditions on transferring buildable surplus lots to Community Housing Development Organizations (CHDOs) for the construction or rehabilitation of affordable housing. The committees discussed requirements for applicant CHDOs to have no outstanding unpaid taxes, liens or other financial obligations to the City on other properties when applying for acquisition of new properties. A requirement for owner occupancy of any new or rehabilitated affordable housing and what sort of legal mechanisms would be needed to achieve that end was discussed. The committee discussed the contents of the Housing Division’s affordable housing building standards and whether or not they included architectural and appearance standards, setback and orientation requirements, etc. in addition to purely construction and mechanical standards.

 

During a public comment period Jacqueline Tisdale of AAA Investment Group said that her for-profit company wants to buy some of the City’s available properties for the construction of quality affordable housing.

Finance Amendment 1:

  1. Auditor amendments:
    1. Exclude non-buildable lots from Affordable Housing Criteria.
    2. Add additional protections to the City if Entity does not build affordable house in required time.
    3. Attach revised Affordable Housing Inventory List to remove non-buildable lots.
  2. Provide CHDOs the first opportunity to look at the Affordable Housing Inventory List for a 30 day period and submit proposals for up to five properties for each CHDO within their designated service area. “Adds a 30-day City finalization period on CHDO requests”
  3. The property must be homesteaded or an owner-occupied property; subsequent transfers are prohibited until the structural build-out is complete.
  4. The plans and specifications for all entities must meet minimum construction requirements approved by the Housing Division.

Bill Summary   

 

In response to questions from the committees, Vince Cavin, Executive Director of Friends of Hemming Park, said that the organization plans to use the full $250,000 for operations in the park and would be requesting $500,000 in the City’s FY16-17 budget for operations and programming next year. Council Member Crescimbeni said that he could not support the bill without the addition of language providing for reimbursement to the City of any cost savings achieved in the stage construction project by use of a contractor willing to donate goods or services toward the project as a civic contribution. The bill was deferred by the Finance Committee (the bill was not noticed for action by the RCDPHS Committee).
