Council Member Garrett Dennis implored the Administration to address numerous questions about this proposed legislation that had been raised in previous Committee meetings.  He felt that the measure had been in Committee for an excessive amount of time and that it was time to act.  He said that we do a disservice to the community by not moving forward on this legislation.

 

Mr. Dennis asked Dayatra Coles, Affordable Housing Coordinator, Housing and Community Development Department, a number of questions that had been previously raised in Committee meetings and in the noticed meeting that had been called by Council Member Reggie Brown.  The questions centered on process and on the role of CHoDOs.  

 

Council Member Al Ferraro enquired about the possibility of drug-related activity in homes that have been vacant for years.

 

Council Member Matt Schellenberg noted that while funding has been available for the upkeep of the grounds of the parcels (lawn mowing), the interior of the houses must surely deteriorate over time which reduces the value of the house.

 

Council Member Dennis indicated that he was willing to support deferring the bill for just one cycle.  He wants to enact the legislation and rid the area of drugs and other crime.

There was a lengthy discussion on this agenda item.  Council Member Tommy Hazouri provided background information on human trafficking legislation enacted in Tallahassee that called upon local cities and counties to publicize the issue by public service announcements in adult entertainment venues.  Mr. Hazouri noted that the ordinance had been deferred by the Finance Committee the previous day and indicated that he was somewhat puzzled as to why the measure had been before the Finance Committee.  Council Member Matt Schellenberg explained that because of the importance of the issue, as Chair of the Rules Committee, he wanted the measure before all of the Committees so as to give all Council Members an opportunity to discuss and consider the matter.

At the end of the agenda items, the Committee commented on a number of concerns.

 

The Chair, Council Member Doyle Carter, raised the issue of cable television franchises.  He wanted to know who regulates the franchises.  Do we issue RFPs for franchises?  He requested Finance Director Mike Weinstein to look into this concern and report back to the Committee.

 

Council Member Al Ferraro had a number of questions for John Shellhorn, Mosquito Control, about the Zika threat now that the warm and hot weather are looming.  He explained that there were numerous sites in his Council District where there was stagnant water and where people working out of doors are being accosted with all kinds of bugs and mosquitos.  He requested that the Mosquito Control Division undertake spraying operations at various sites in his District.  Mr. Shellhorn explained that spraying was carefully regulated by state and federal laws and regulations..  Owing to the chemicals used in spraying operations, issues and concerns such as the environment and public health had to be weighed.

 

Kurt Wilson, Director, Jacksonville Fire & Rescue Department, updated the Committee on the walks that he is encouraging Council Members to take with firefighters in their respective Districts in a door to door effort to make sure homeowners have working fire detectors.

 

Dr. Kelli Wells, Health Department, apprised the Committee on the number and locale (County) of Zika cases that have been reported to date.  She reported on her department’s ongoing collaborative efforts with other agencies such as the City’s Mosquito Control division in efforts to be proactive in the educating the public.

 

She advised that April 4-10 is National Public Health Week.  She reported on the gathering that the Mayor had convened on Monday that had assessed health issues in Duval County and how Duval County had faired against Florida’s other 66 counties in addressing such health issues as infant mortality, homelessness, violent crime, accessibility to health care, and other concerns. 

 

Dr. Wells invited the Council Members to walk from the Prime Osborn Convention Center Thursday morning to Hemming Park where the Mayor will unveil Jacksonville’s new initiatives on healthcare.  U.S. Surgeon General Murthy will be present at this event.
