There was a lengthy discussion of this item.  Dayatra Coles, Housing & Community Development Division, explained the ordinance and fielded numerous questions.  Joe Namey, Public Works/Real Estate, answered questions.  Ali Korman Shelton, Mayor’s Office, told the panel that the Administration looked forward to meeting with Members of the Committee.

 

Council Member Reggie Brown felt that local, community developers such as the Community Housing Development Organizations (CHDO) should be given priority in acquiring the parcels that the City would be making available.  Council Member Katrina Brown shared many of Council Member Reggie Brown’s concerns about properties in Council District 8.  There was a concern that developers and investors that were not from Jacksonville would come in and acquire most of the parcels, a great majority of those parcels are located on the Northside.

 

The Chair suggested that a noticed meeting be held with for the Committee and Administration officials to look more carefully at the proposed legislation, answer troubling questions and possibly craft some compromises.  Council Member Reggie Brown will call the noticed meeting.

 

Owing to the numerous concerns and issues raised in the course of the discussion, the Chair decided to defer the  item.

Finance Director Mike Weinstein had an announcement regarding the issue of funding for drainage rehab that was raised at the previous RCDPHS meeting (February 2nd).  In the deliberations on Ordinance 2015-783 that appropriated $330,799 from Drainage System Rehab to restore salaries for Fire & Rescue safety officers, concerns were raised about what was characterized as the drainage crisis in the City.  Council Member Al Ferraro cited his Council District as particularly impacted with the crisis.  Mr. Weinstein told the panel that he would look and see if there were any funds available to meet the concerns that had been raised.  He announced that by transferring funds, that by closing some accounts on projects that had been completed, the Administration was able to put $300,000+ back into Drainage System Rehab.  Mr. Weinstein indicated that the Administration is preparing legislation to introduce in two weeks but would respect the Committee’s option to introduce its own legislation if it were the Committee’s inclination.  Council Member Matt Schellenberg announced that he would introduce an ordinance.  It was decided that the Committee as a whole would sponsor the ordinance.  The Chair requested that Assistant General Counsel Paige Johnston work with the Finance Department in crafting the legislation.

 

Dr. Kelly Wells gave a PowerPoint presentation/update on the Zika Virus concerns.

 

Jordan Pope, Manager, JEA Government Affairs, and John Pappas, Director, Public Works Department, updated the Committee on the LED street lighting conversion project underway.
