In response to requests at the previous Committee meeting, Assistant Council Auditor Kyle Billy reported on budget figures in the First Quarter Report.  Members of the panel queried why funds could not be identified in the projected budget to put funds back into Drainage System Rehab that this ordinance is removing.  Finance Director Mike Weinstein cautioned that it was far too early in the Fiscal Year to broach any juggling of funds in the budget.  He said that he would work with the Council Auditors and come back in two weeks with options for the Committee to consider.

There was a fairly lengthy discussion on this item.  Council Member Anna Brosche who had chaired the Public Service Grants Subcommittee of the Finance Committee, explained to the panel what the legislation entailed. 

 

Council Member Reggie Brown had a host of concerns with the ordinance and the Public Service Grants program.  He felt that the same recipients were repeatedly awarded grants.  He lamented what he perceived as the City Council’s relinquishing its input and responsibility for grants to a special appointed panel.  Damian Cook, Intragovernmental Services, explained how the Council would continue to have the last word in the public service grants process.

Prior to agenda items. the Committee heard an update from Dr. Kelli Wells, Director, Duval County Health Department, on initiatives that the department was undertaking.  She reported that MAPP initiative had been launched the previous Friday;  community leaders met to map strategy for the community health improvement plan.

 

The 5210 Campaign had been launched.  This is a program to encourage healthier eating habits, particularly with young people.  Council Member Schellenberg again raised the issue of certain neighborhoods in the City that have no access to food markets or vendors that provide sources of fresh vegetables, fruit and other foodstuffs.

 

There being no further business, the meeting was adjourned at 11:11 A.M.
