was being deferred; he reported that the NICE Committee had recommended
approval of the measure when it met the previous day. Assistant General Counsel Paige Johnston
explained that the item had to be vetted by other committees; Furthermore, she
explained that the substitute to the ordinance had to be filed and that the
Council Auditor’s Office had not yet had an opportunity to review the
substitute. |

Change the
referendum date to November 8, 2016 (Presidential Election); 2)
Add the Constitutional
Officers and Mayor to the bill so that, if approved, they would be subject to
the 3 term limit (rather than 2 as is current) Initially, this item had been marked
for deferral on the Council Auditor’s Office’s marked agenda. Several Committee members expressed an
interest in taking the matter up. The
bill’s sponsor, Council Member Matt Schellenberg, explained that the item had
been deferred in Finance because Members felt that more information was
needed and questions answered.
Research Chief Jeff Clements had been asked to come back with the
results of his research. A lengthy discussion ensued on the
proposed ordinance. The discussion
centered primarily on the actual concept of term limits per se and whether or not
putting the issue to a referendum vote had any merit. All of the panel had questions
and comments. Stephen Durden, Office
of General Counsel fielded a number of questions. Mr. Schellenberg offered the amendment to
put the matter on the ballot as a referendum in the election
scheduled for November 8, 2016. It had
been argued that the turn-out for Presidential elections was far higher than
other election ballot. The Chair,
Council Member Doyle Carter, offered a friendly amendment to have the
Constitutional Officers and the Mayor added to the ordinance. |

Summary Fact Sheet F: Defer DEFER Though marked for deferral on the Council Auditor’s
Office’s marked agenda, the Committee Chair had indicated at the agenda
meeting that he wanted to open the matter up for discussion. The Committee discussed the safety officers
issue. Council Member Al Ferraro
indicated that while he was fully supportive of the work that JFRD did for
the public’s safety, he was concerned that funding for the restoration of
salaries was coming from the drainage system funds. He cited the havoc that flooding had caused
in his district with the lack of adequate drainage. Council Member Matt Schellenberg felt that there should be
alternative funding for drainage identified once the first quarter figures were
in for the new City budget. Assistant Council Auditor Kyle Billy said
that he would get back to the Committee once figures on revenue were in for
the first quarter. He suggested that
the item be deferred,. |
