Sheet F: Defer DEFER Though the item had been marked for deferral, members of
the panel had a number of questions to raise and
issues to air. Council Member Matt Schellenberg asked Chief Kurt Wilson
about the number of firefighters who were in the DROP program. Assistant Council Auditor Kyle Billy and Assistant General
Counsel Stephen Durden addressed the “red lining” issue. Mr. Durden indicated that he was
researching issues with the legislation that Council Member Lori Boyer had
raised (which resulted in the Finance Committee’s deferral of the item the
previous day). Council Member Reggie Brown reiterated his contention that
the Council was trying to micromanage the Fire & Rescue Department. Deputy General Counsel Margaret Sidman advised the panel
that as a standing Committee, it could do what it wanted to do with the
proposed ordinance, that what other Committees might have done should have no
impact on RCDPHS’ prerogatives. Ms.
Sidman proceeded to explain why Finance deferred the measure and what Council
Member Boyer’s’ specific concerns were. She fielded numerous questions. After a discussion on the merits of voting the measure up
or down or deferring it, the panel voted to defer the ordinance. |

2ND AND REREFER Prior to turning its attention to
agenda items, the Committee heard two presentations. Dr. Kelli Wells, Duval County Health
Department, reported on initiatives that the Health Department had
launched. She described the 60 Days to
Better Health Challenge. Council Member
Schellenberg noted that the initiative underscored the importance of people
eating five different food groups. He
felt that that was a significant challenge for areas of the City where there
were food market “deserts.” A discussion on this dilemma
ensued. Council Member Reggie Brown
encouraged the Downtown Investment Authority to look into ways of luring food
chains to the food “deserts.” The other two initiatives were the
5-2-1-0 initiative to enhance public awareness of childhood obesity and how
to reduce that health issue. The Hands-Only CPR initiative that encourage
people to learn the technique of CPR cardiopulmonary resuscitation without
mouth to mouth breaths. Finance Director Mike Weinstein
explained how the Administration proposed to address and resolve the pension
issues with the Fire & Police, general employees and correction
officers. He explained the ½ penny
surtax extension for unfunded pension liability. He cited what the issues that the three
pension funds had and how the Administration saw a remedy that would entail
support of the State Legislature, the Governor and the three respective
pension funds. He implored the Council
to support a resolution that will be sent to Tallahassee. Mr. Weinstein underscored the point
that the proposed remedy entailed the extension of an existing tax and not
the creation of a new tax. There being no further business, the
