RULES COMMITTEE AGENDA MEETING MINUTES

Attendance: Council Members Garrett Dennis (Chair), John Crescimbeni (Vice Chair), Danny Becton, Jim Love, Scott Wilson; Deputy General Counsel Peggy Sidman, Heather Reber, Council Auditor’s Office, Jessica Baker, Administration, Jeff Clements, John J. Jackson, Council Research Division, Legislative Assistant Crystal Shemwell; see attached sign-in sheet for additional attendees.
The Chair called the Rules Committee Agenda meeting to order at 12:31 p.m. He reviewed the marked agenda that the Council Auditor’s Office had prepared. Fifteen (15) items were ready for action, four (4) items were being deferred, eight (8) items were being seconded and re-referred and one (1) item was being moved as an emergency.
On Item # 4, ORD-MC 2016-489, Amend Chapt 191 (Spec Events & A. Philip Randolph Entertainmt Dist), Part 1 (Spec Events), Secs 191.102 (Definitions) & 191.103 (Sec Event Permit Required); Create New Sec 191.121 (Council Member Hosted Neighborhood Community Events)…., Deputy General Counsel Peggy Sidman indicated that three amendments crafted by the Ethics Office and Office of General Counsel will be offered and explained at the Committee meeting.
On Item #6, ORD-MC 2016-731, Amend Sec 51A.103 (Appointmt, Qualifications, & Tenure of Commissioners,; Hiring of Employees)…, Ms. Sidman announced that Council Member Garrett Dennis would be offering an amendment on behalf of the Jacksonville Housing Authority; this legislation’s objective is to align the Ordinance Code provisions with Florida State Statutes.
On Item # 12, RESO 2016-755, Appt Tracy M. Grant as Member of Jax Housing & Community Dev Commission as an Advocate for Low-Income Persons…., the Chair indicated that if Ms. Grant was not present at the Committee meeting, the item would be deferred.
The Chair announced that there would be no Special Meeting today.
There being no further business, the agenda meeting was adjourned at 12:39 p.m.
