Council Member Tommy Hazouri requested an update on the status of this item on the agenda.

 

Council Vice President John Crescimbeni explained that this measure was given a lengthy review by a special committee chaired by Council Member Matt Schellenberg.  In the course of the committee’s deliberations there were some agreements,, some partial agreements and some disagreements.  There was the expectation that Tallahassee would take some action and enact legislation to address the issues that the committee mulled over.  The Legislature did not act.  Ultimately, the  special committee reported back to the City Council with no recommendations.

 

Mr. Crescimbeni indicated that he is currently crafting legislation; his approach is to have one ordinance for each different issue.  He anticipates five to six bills that he will be introducing in January.

 

Council Member Greg Anderson said that it was imperative for the State Legislature to act to make standards for vehicles for hire consistent throughout the State.  We cannot have different standards for all Counties; there has to be consistency.  This is a safety issue; passengers have to feel safe in the vehicles.

Assistant General Counsel Lawsikia Hodges explained Council Member Reggie Brown’s substitute to the bill.  She explained that the substitute addressed  issues that had been raised in a meeting with the Ethics Officer and other interested parties.  Ms. Hodges referenced the amendment that Council Member Garrett Dennis had added that included the Neighborhoods Department as an additional entity  with JSO, JFRD, Sports & Entertainment, Risk Management  and Administration and Finance as points in the process for the review and approval required for a permit for an event.  Council Member Greg Anderson wanted the Council President added to the list of offices that are required to review permit applications for events.  The panel discussed this matter at some length.  The Anderson amendment to include the Council President was approved by a vote of 4-2 (Becton, Scott).

 

The Committee voted to approve the Brown substitute, with Council Member Becton voting to oppose.
