Assistant General Counsel Lawsikia Hodges explained that the substitute incorporates suggestions offered at a noticed meeting.  The substitute stipulates that the funds ($70,000) can only be used for internal expenses (i.e. JSO, JFRD, bleachers, equipment, etc). 

 

Council Member Danny Becton announced that he is opposed to the proposed legislation because be feels that it is not a prudent use of the funds.

The sub was amended to attach a BT to move the FY 16/17 budget amounts and estimated year end TDC fund balance split 50/50 to the Development and Contingency accounts.

 

 

Council President Boyer reviewed the major features of the proposed substitute which establishes 7 categories of spending for tourist development funds. Council Member Dennis proposed an amendment to require that one of the three appointees required to be involved in the tourist industry shall have experience and background in the commercial airline industry. The amendment was additionally amended to provide that the Jacksonville Aviation Authority also qualifies as experience and background in the airline industry and approved as amended. Council Member Carter urged that the new rules on making TDC grants to events not be rewritten in such a way as to eliminate small grant awards to small, start-up events which he believes are equally worthy of support as larger events. Mr. Carter expressed disagreement with the proposal to restrict the Council Member appointments to the TDC just to the Vice President and Past President; he believes other council members may have relevant tourism-related experience as well. Council Member Gulliford suggested the benefit of requiring a Beaches city official as one of the three elected official members. President Boyer explained the funding allocation categories and the process for allocating unspent funds from one category to another at the end of a fiscal year.

Mike Weinstein,  Director, Finance & Administration, and Greg Pease, Chief, Procurement Division, Finance & Administration, explained what the legislation entailed. 

 

 

At the end of the agenda items, Council Member Greg Anderson, the Council’s Liaison to JEA, reported on the JEA Board meeting that he had attended earlier in the day.  He reported that JEA’s rate stabilization initiative will result in lower bills for the utility’s customers.   He also reported that the JEA Board approved a resolution requesting that the City Council begin the mechanics in changing the Charter’s provision on how often the Board is required to meet.

The Rules Committee  had suggested that the JEA Board make a formal request to the Council for the change.

 

Council Vice President John Crescimbeni indicated that he was skeptical about the ordinance on the frequency of JEA  Board meetings.  JEA had  requested that its Board meet six times a year.  He contended that the less often the board met, the less opportunity the pubic had for input at board meetings. 

 

The Committee voted to recommend approval in changing the frequency of JEA board meetings.
