Summary NCIS:
Amend/Approve DEFER Prior to the vote to defer the item, a lengthy discussion
ensued on a number of concerns raised. Council Member Greg Anderson was concerned appropriated
funds could be allocated for food and beverages. Assistant General Counsel Lawsikia Hodges
explained that the Ordinance Code prohibits spending City funds for food and
beverages. She further explained that
the funds in this particular ordinance is to be
allocated for police, JFRD, bleachers, stages and park maintenance. Council Member John Crescimbeni was concerned that in the
ordinance’s language district Council
Members was underlined. Brent Fine, Special Events Manager, explained what the
proposed legislation entailed and fielded numerous questions. Kirby Oberdorfer, City Ethics Office, fielded questions on
the solicitation of private organizations by Council Members for sponsoring
events; she indicated that the law would bar such solicitation if the event
personally benefitted the Council Member or the Council Member’s family. Council Member Anderson recommended that the item be
deferred. Council Member Danny Becton
indicated that whether the item was deferred or not, when the measure is
ready for a vote, he would be pushing the red button. By vote of the Committee, the item was
