SPECIAL RULES COMMITTEE MINUTES
September 20, 2016
CITY COUNCIL CHAMBER
Attendance: Council Members Garrett Dennis (Chair), John

The Chair convened the
meeting at 2:24 P.M.
The Chair announced that the
Special Committee would hear from representatives of the Art in Public Places
Committee, the Cultural Council of Greater Jacksonville and the Cultural
Service Grant Committee.
Jessica Laird, Mayor’s
Office, Boards & Commissions, introduced the representatives. The Committee had been provided with excerpts
from the Ordinance Code that defined each body.
The Committee first heard
from Tony Allegretti, Executive Director, and the Cultural Council of Greater
Jacksonville. He gave an overview of the
Council, its powers and duties and the ordinances over the years that have
shaped its purview. Mr. Allegretti
explained the Council’s members and appointments.
He indicated that he is
proposing changes in the current Ordinance Code provisions that would modernize
governance of the Council. He favored
lowering the membership of the Board because a smaller body is more robust and
engaged. Instead of three 3-year terms
for the Board members, he recommended two 3-year terms. Other changes sought included reducing the
number of Directors of the Cultural Council appointed by the Mayor from twelve
to six. Mr. Allegretti reported that one
of the changes that he was proposing was better representation of the Beaches
communities on the Council. Council
Member John Crescimbeni suggested that the Arlington-Beaches CPAC has a
presence on the Cultural Council.
Mr. Allegretti introduced the
Chair of the Board of the Cultural Council, Franklin Danley.
Council Member John
Crescimbeni will work with Deputy General Counsel Peggy Sidman on the changes
that Mr. Allegretti and the Cultural Council are proposing and return to the
Rules Committee with a report.
Penny Thompson, Chair, the
Cultural Service Grant Committee made the next presentation on the Cultural
Service Grant Program. She explained how
ten (10) members read all the applications for Public Service Grants and scored
each of the proposals. Of the ten voting
members, at least one is from the Cultural Council; the other nine represent
the community. She explained that the
governance changes in the boards’ bodies and make-up the product of an August
retreat. Ms. Thompson explained that in
addition to City funding, the Cultural Service Grant Committee is looking for
other resources; the goal is to acquire private capital to help art in the
community grow.
David Engdahl, Chair, Arts in
Public Places, discussed changes proposed in the Ordinance Code such as the
definition of construction costs. A
proposed change would include costs associated with park or trail improvements
and amenities projects under the definition of “construction costs.” There would be greater representation from
the Beaches on the Art in Public Places Committee.
Mr. Allegretti and Mr. Engdahl
fielded a number of questions on proposed specific changes in provisions in the
Ordinance Code and it was agreed that Council Member Crescimbeni would work
with Mr. Allegretti on codifying the changes that are being sought.
There being no further business,
the special committee meeting was adjourned at 3:31 P.M.
