RULES COMMITTEE AGENDA MEETING MINUTES

Attendance:  Council Members Garrett Dennis (Chair), John Crescimbeni (Vice Chair), Danny Becton, Tommy Hazouri, Jim Love, Scott Wilson; Deputy General Counsel Peggy Sidman, Heather Reber, Council Auditor’s Office, Allison Korman Shelton, Administration, Jeff Clements, John J. Jackson, Council Research Division, Legislative Assistant Crystal Shemwell; see attached sign-in sheet for additional attendees.

 

The Chair called the agenda meeting to order at 12:31 P.M. and reviewed the marked agenda that had been prepared by the Council Auditor’s Office.  There were eight (8) items ready for action, two (2) items being deferred, eighteen (18) items being seconded and re-referred, and two (2­ items being withdrawn.

 

There was a discussion on Item #1, ORD-MC 2015-127, Amend Chapt 220 (Vehicles for Hire), Ord Code…The Chair, Council Member Garrett Dennis, felt that the bill is not ready for action and is inclined to defer the item. Council Member Danny Becton observed that the bill is one and a half year old and that the Committee needed a full report on what has transpired in that length of time.  Council Member Scott Wilson said that the bill needs further study and discussion.  Council Member Tommy Hazouri wants the matter resolved.  Council Member John Crescimbeni indicated that the Committee is awaiting the bill’s sponsor, Council Member Matt Schellenberg, to provide a summary report.  In response to an inquiry, Deputy General Counsel explained that Council Rules provide that if an item has not been acted on in two years’ time, the bill is administratively withdrawn.  The Chair deferred the item.

 

On Item #6, RESO 2016-421, Reappt Richard G Patsy to the Jax Police & Fire Pension Bd of Trustees….., the Chair indicated that Mr. Patsy may not be present at the Committee meeting but that Beth McCague, Interim Director, the Jax Police & Fire Pension Bd of Trustees, would be available should there be any questions.

 

Council Member Tommy Hazouri indicated that he wished to withdraw Item #15, RESO Honoring & Commending the International Language & Culture for its Efforts to Promote Mutual Understanding & Celebration of our Community’s Great Diversity.

 

On Item #17, RESO Honoring & Commending Beth Fleet for her Outstanding, Dedicated 11 Yrs Service in the Supervisor of Elections Office…, Council Members Wilson, Love, Hazouri and Becton requested that they be added as co-sponsors of the resolution.

There being no further business, the agenda meeting was adjourned at 12:41 p.m.
