SPECIAL RULES COMMITTEE MINUTES
July 19, 2016

Attendance: Council Members Garrett Dennis (Chair), John
Crescimbeni (Vice Chair), Greg Anderson, Danny Becton, Tommy Hazouri, Jim Love,
Scott Wilson; Deputy General Counsel Peggy Sidman, Heather Reber, Council
Auditor’s Office, Allison Korman Shelton, Administration, Jeff Clements, John
J. Jackson, Council Research Division, Legislative Assistant Crystal Shemwell.
The Chair convened the
meeting at 1:31 P.M.
Council President Lori Boyer
read the Committee’s charge for the Council year and remarked on suggested
topics that she had put together for consideration as Special Committee topics.
The Chair, Council Member
Garrett Dennis, announced that Dr. Johnny Gaffney, the Administration’s Liaison
to Boards and Commissions, would be at the next Special Committee Meeting.
The Chair had his Executive
Assistant distribute copies of the Rules
of the Council of the City of Jacksonville, (as authorized by Section
10.101, Ordinance Code.)
For future discussions, the
Chair assigned different chapters of the document to Committee Members for
their analysis and report.
The Chair will report on
Chapter 1. Organization
of the Council. Part 1 (Officers and Employees), Part 2 (Council President and Vice
President), Part 3 (Members of Council), Part 4 (Removal of President and Vice
President).
Council Member Tommy Hazouri
was assigned Chapter 2. Committees. Part 1. (General
Rules), Part 2 (Committee Procedure),
Council Member Danny Becton
was assigned Chapter 3. Legislation. Part 1. (General
Rules), Part 2. (Reference of Bills), Part 3.
(Readings), Part 4. (Enrollment of Bills), Part 5
(Publication), Part 6. (Public Hearings), Part 7 (Agendas), Part 8
(Miscellaneous Communications).
Council Member John
Crescimbeni was assigned Chapter 4. Procedures. Parts 1 through 6. Part 1. (Meeting Quorum), Part 2.
(Presiding Officer), Part 3. (Order of Business), Part 4.
(Minutes and Journal), Part 5. (Rules
of Decorum), Part 6. (Voting).
Council Member Greg Anderson
was assigned Parts 7 through 12. Part 7
(Motions), Part 8 (Rules of Debate), Part 9 (Emergency Legislation), Part 10
(Vetoed Legislation)), Part 11 (Appointments and Confirmations), Part 12
(Collective Bargaining).
Council Member Scott Wilson
was assigned Chapter 6. Procedures Governing Quasi-Judicial
Actions.
Part 1
(General Provisions), Part 2 (Informal Quasi-Judicial Hearings).
Council Member Jim Love was
assigned Chapters 5 & 7. (Construction, Suspension and Amendment of Rules), (Council’s Role
in Disasters and Emergencies).
It was announced that Council
Vice President Boyer and Council Member Hazouri are currently crafting
legislation on Boards and Commissions.
The Chair, Council Member Dennis,
referenced an article that was recently featured in the Florida Times-Union that focused on the Filipino community presence
in Jacksonville that reflected the City’s diversity. He feels that Boards and Commissions should
reflect the City’s diversity.
There being no further
business, the meeting was adjourned at 1:40 P.M.
