Council Member Crescimbeni gave an overview of the recent history of the reconstituted Inspector General’s Office and the 2015 voter referendum that approved IG jurisdiction over the City and all its associated independent authorities and Constitutional officers. This ordinance is intended to conform the Ordinance Code to the provisions of the approved referendum. There is still a need for further determinations of how to fund the work the IG’s office performs for the authorities and Constitutional officers and regarding the execution of memoranda of understanding (MOUs) between the IG and those authorities and officers. Ali Korman Shelton of the Mayor’s Office provided clarification of comments made by Finance Director Mike Weinstein at yesterday’s Finance Committee meeting regarding the City’s tracking of Inspector General’s Office work and expenditures, saying that the City is only tracking the IG’s expenses for work involving City agencies, not for the authorities and officers.

Council Member Crescimbeni noted that Larry Schmitt, the police officer representative on the PFPF Board of Trustees is retiring from the board and that the first terms of City appointees Bill Scheu and Richard Patsy on the board are expiring soon. He will be requesting Council President-designate Lori Boyer to advise the Rules Committee of her thoughts about the need for continuity on the board and her intentions regarding reappointment of those two members.

Bill Summary

 

Council Member Boyer explained the history of the 2 year employment prohibition for candidates for the position of Inspector General and said that the Inspector General Retention and Selection Committee had recommended that the prohibition be eliminated so as to attract the widest possible pool of applicants. City Ethics Officer Carla Miller spoke in favor of the removal, which outgoing Inspector General Tom Cline had opposed in an e-mail to council members. The committee discussed the potential for conflicts of interest for an Inspector General if a case should arise involving an agency for which they previously worked and there was general agreement that a protocol needs to be developed to deal with that situation. Interim Inspector General Steve Rohan felt that the very qualified IG Retention and Selection Committee would make appropriate decisions regarding candidates with previous City government or related agency experience.
