Summary Council Member Brosche said that she
had heard from constituents who have concerns for security reasons about
giving their address verbally at the podium and questioned whether the
Council is failing to properly enforce its existing rule requiring speakers
to fill out a blue speaker card with their name and full address before
allowing them to make their comments. Councilman Hazouri expressed a desire
to know what groups, if any, speakers are representing and whether they are
being paid to lobby the council. The committee discussed several
possibilities for requirements of speakers to at least verbally divulge their
status as Jacksonville residents, give their street name but not an exact
address, or state what neighborhood they live in with no more specific
address. A motion by Council Member Hazouri to required speakers who are
registered lobbyists to disclose that fact verbally when identifying
themselves at the podium died for lack of a second. APPROVE
