Summary Fact Sheet F: Sub/Approve Chief Administrative Officer Sam
Mousa told the committee that the reorganization is not intended to produce
great cost savings but will improve efficiency, coordination and fiduciary
responsibility and will create a greater focus on neighborhoods and their
needs. The bill reduces the number of direct reports to the Mayor and funnels
more reporting through the CAO’s office. The bill creates new positions of
Data Management and Analysis Officer, Philanthropic Officer and Office of
Public Affairs reporting to the Mayor’s Chief of Staff, and has an Office of
Blight Initiatives reporting to the CAO. The Intragovernmental Services
Department will be dissolved and many of its functions transferred to an expanded
Administration and Finance Department. The new Neighborhoods Department will
absorb most of the functions provided by the former Regulatory and Compliance
Department and the Housing and Community Development Division transferred
from the Planning Department. Council Member Boyer questioned how parking
enforcement outside of the downtown area would be accomplished by moving
Public Parking to the Downtown Investment Authority. Council Member Schellenberg
recommended that the new Data Management and Analysis Officer attend meetings
of the Florida Association of Counties and Florida League of Cities where
vendors demonstrate new products for data capture, analysis, reporting, and
use. In response to several questions, Aundra Wallace, Executive Director of
the Downtown Development Authority and Jim Bailey, Chair of the DIA board of
directors, said that the DIA board has long discussed the importance of
parking issues and they would ask the board at its meeting later this week to
officially acknowledge its acceptance of the Public Parking function and its
commitment to enforcing parking regulations outside of the DIA’s area of
jurisdiction. Mr. Mousa informed the committee that several searches for
department heads and division chiefs are either completed or underway, and
several appointees will be appearing before the Rules Committee in coming
weeks for confirmation of their appointments. Mr. Mousa informed the committee that
the Philanthropic Officer position would be funded 100% by a private
foundation for the first year, then 75/25 private/public the second year,

to identify improperly claimed homestead exemptions and how his office would
use the data provided to recoup back taxes, interest and penalties. Mr.
Holland noted that the biggest benefit of identifying improper exemptions Is
not the back taxes and penalties but the future ad valorem revenue to be
derived by having the properties taxed at full market value rather than the
sometimes substantially discounted valuation that applies to homesteaded
properties. He answered questions as best he could on behalf of the Tax
Collector about the ability of property owners to work out a payment plan to
pay the additional taxes, interest and penalties if the amounts owed are
substantial, noting that state law prohibits the county from settling such
