there is a chance the Florida Legislature could take action on a bill
regulating transportation network companies (i.e. Uber and Lyft) during the
last week of its current session, so he will defer action until the end of
the legislative session. If no state action is forthcoming, the Special
Committee on Vehicles for Hire will reconvene on March 22nd to

Summary Council President Anderson stated
that he had heard the concerns expressed by various council members regarding
his Presidential directive prohibiting use of cellphones during Council and
committee meetings and had produced a revised policy, which he described for
the committee. The new policy would discourage (but not absolutely prohibit)
use of cellphones during meetings, would prohibit council members from
replying to messages received during meetings from lobbyists or union members
during meetings, and would require disclosure of messages received to the
Legislative Services Division within 48 hours for archiving. He recommended
that the Council act on this issue via a policy rather than an ordinance. WITHDRAW
