Finance
Director Mike Weinstein briefly discussed recent media reports about the State
of Florida reducing its revenue estimates for FY16-17 and what impact that
reduced estimate may have on Jacksonville’s state-shared revenues. He stated
that while the revenue projection has been reduced by $400 million, total
revenue is still projected to be up by $1.4 billion over the current year.
Jacksonville’s budget used very conservative estimates of sales tax revenues,
so the City’s budget should not be impacted at all by the projected reduction.
Paul
Crawford, Deputy Director of the Office of Economic Development, addressed a
television news report on non-functioning parking meters downtown. He said that
the parking meters installed 4 years ago (the ones with credit card
functionality) have performed very well until recently when numerous failures
have suddenly occurred. The manufacturer of the meters supplied 400 new
batteries for the meters, some of which also proved faulty and need to be
replaced again. Approximately 110 meters are still out of commission; 56 will
have their batteries replaced this week and the remainder by next week, which
should solve the problems.

been subject to a 2-term limit since consolidation. Council Member Hazouri
expressed the feeling that staggered terms for council members is more important
than third terms if the objective is to obtain continuity of experience and

the emergency action in order to have the share accounts go into effect by
January 31st and explained the effect of pooling the “chapter funds” before
distribution to the individual share accounts rather than distributing the
Chapter 175 and Chapter 185 funds separately to the firefighters’ and police
officers’ accounts. Several committee members expressed disappointment that
the PFPF board had elected to place $3 million in “chapter funds” into
individual share accounts rather than using those funds to assist in paying
