Strategic Planning and Integrated Missions Recommendations from the
consolidated Government Task Force - Mike Weinstein – Mayor office

At
the beginning of the meeting Chief Financial Officer Mike Weinstein addressed
the committee regarding Mayor Curry’s proposal to meet the City’s funding needs
for pension liability amortization. He stated that the City is spending
approximately $200 million this year toward unfunded accrued actuarial
liability on its three pension plans, and that number will continue to grow and
swamp all other funding needs if the liability is not paid down substantially
in a reasonable time. The Mayor’s proposal is to ask the Florida Legislature to
allow the City to extend the Better Jacksonville Plan local option sales tax
for an additional 30 years beyond its 2030 termination date by a super-majority
vote of the City Council and to apply the proceeds to the pension liability.
The tax would be extended to 2060 or whenever the pension plans are fully
funded, whichever occurs first. The proposal would also change the state law
with regard to how pension plan actuaries could factor the net present value of
future employer contributions into current payment liabilities. One requirement
of the new funding plan would be that all newly hired City employees would join
a defined contribution retirement plan rather than the current defined benefit
plans. Collective bargaining with the employee unions will be required to
implement the plan, if it is approved by the Legislature, since retirement
benefits are a matter subject to bargaining under state law. In response to a
question Mr. Weinstein stated that participants in a defined contribution plan
would not be eligible for coverage under Social Security.

of the 2015 Task Force on Consolidated Government regarding creation of a strategic
planning task force for the City and its independent authorities to ensure
coordination and unity of missions in the best interests of the whole consolidated
city. He recommends that Mayor Curry convene the CEOs and board chairs of the
independent authorities to begin conversations and requested input from the
