Council Vice President John Crescimbeni indicated that he was disappointed that he had not had any replies to e-mails that that he had sent Director Woodard with questions that he wanted answered.  Mr. Crescimbeni was puzzled that no one was present to explain the proposed appropriation. Later in the meeting, Director Woodward and Chief Todd Smith appeared before the panel to explain the ordinance and field questions.

Attorney Paul Harden, agent for the developer, provided background on the proposed legislation and fielded numerous questions.  He explained that the ordinance memorialized what the City owed his client.

 

Bill Killingsworth, Director, Planning & Development Department, was asked by Vice President John Crescimbeni if he had ever heard of term-limited credits in a fair share contract agreement.  Mr. Killingsworth indicated that he was not aware of such arrangements.

 

Phillips Peterson, Council Auditor’s Office, explained that there was no money changing hands; the legislation reduces the amount of credits that the City owes the partnership.
