Prior to its deferral, there was a lengthy discussion on this item.

 

Council Member Greg Anderson asked Council Member John Crescimbeni, who introduced the measure, to explain why he felt that the resolution was necessary.

 

Council Member Crescimbeni explained that he was concerned that funds for a build-out for the Inspector General’s office at the Yates Building had not been a part of the Finance Committee’s budget deliberations. Mr. Crescimbeni was concerned that the Inspector General’s office did not appear before the Finance Committee during the budget deliberations.  Steve Rohan, Interim Inspector General, explained that he had been advised by Finance & Administration that his office had merely to make the funding request to the Mayor’s Budget Review Committee.

Council Member Crescimbeni indicated that there was ample office space on City Hall’s second floor in an area where the City’s Ethics office is located. Steve Rohan, Interim Inspector General indicated his preference to have the Inspector General’s Office remain at the Yates Building; he said that he could not articulate a good reason for his office moving.  Mr. Rohan stated that with regard to the concerns raised about funding for the build-out, his office had abandoned the build-out project.

 

Lisa Green, the IG’s Director of Investigations, explained the current staffing level of the office.

 

Carla Miller, the City’s Ethic Director, explained that from her experience and her familiarity with other jurisdictions, she found that there were two models for the locale of an IG’s office.  The office was either isolated or integrated with other governmental divisions.  Ms. Miller indicated that she was more favorably disposed to having an IG office integrated with other government offices rather than isolating the IG office. 

 

Steve Rohan felt that separating the IG office from other governmental offices is preferable.  He felt that the Inspector General’s Office would not be effective if located in City Hall; the public perception would view the IG’s office as ”under the thumb” of City Hall.

 

Council Member Reggie Brown recounted his own experience in meeting with the Inspector General’s staff at the Yates building.  He explained that it was an unnerving experience and that he would not want to meet with the IG staff at either its current location or City Hall.  He said that there was no reason to rush and recommended that that the issue lay on the table for a year for further study; he subsequently recommended the resolution’s withdrawal.

 

Council Member Brosche indicated that, having listened to both sides of the argument, she was not presently supportive of the resolution.

 

Council Member Crescimbeni recommended that the resolution be deferred for two cycles; he wanted to have an opportunity to do some research and gauge the views of Inspector Generals in other Florida jurisdictions.  By a voice vote, the Committee voted to defer the item for two cycles.
