Council Member Greg Anderson asked Council Member Reggie Brown, one of the sponsors of the measure, why these particular projects in the legislation and what was the funding source.

 

Deputy General Counsel Peggy Sidman explained what the funding sources were.

Nancy Kilgo, JEA, explained the estimate costs that JEA provided the City,

 

Council Member Brown explained specific problems in the areas impacted by this legislation and why he felt that the flooding problems would be averted.  Council Member Reggie Gaffney indicated that he was familiar with the streets and the flooding problems that they incurred.

Assistant General Counsel Jody Brooks, who drafted the legislation, explained what the bill entailed and fielded numerous questions. 

 

Council Member John Crescimbeni wanted to know what happens if residents declined to sign-up for the hook-up to the JEA’s sewer lines.  Nancy Kilgo explaioned consequences in the event that property owners declined to respond to the program that was being provided jointly by the JEA and the City. 

 

Sam Mousa, Chief Administrative Officer, explained that the City’s share of the City’s match for the  hook-up program would be paid over a five-year period.

 

Council President Lori Boyer lauded the hook-up program that the City and JEA were jointly providing.  She said that these were steps in the right direction and that this project has been underway for years.
